Art Policy Purpose • To create a process for temporary art displays • To display works of local & nationally professional artists • Provide attractive and unique spaces for citizens visiting City facilities, parks or shopping venues • Create an incentive or destination • To provide for permanent art displays The Goad of this policy is to: To create a process and put controls in place for temporary display of art in public facilities and parks. To allow the City to display works of local and nationally recognized professional while requiring little or noexpense To provide a more satisfactory esthetic experience for citizens visiting public facilities or parks; To create an incentive or destination for citizens to utilize public facilities and thereby drawing citizens and others to shopping venues contiguous to public facilities and parks. To provide a policy and a process for permanent art displays in public parks and city facilities. 3 Background Information • Originally to be a part of the City's Facility Use Policy • Number of new facilities had been completed or planned • Displays have been allowed for special events • Need for a comprehensive policy to cover all facilities In the last year, the City has added a number of new facilities to its inventory and will add even more in the years ahead. There has been a desire to ensure that the facilities were available to the public for its enjoyment and use. A Facilities Use Policy was adopted by the City Council earlier this year. Interest has been expressed by City Council members and citizens about the use of facilities to display art. The City has allowed use of facilities for art displays on a few occasions, mostly related to special events or CISD related events. It is apparent there are a number of art groups in the community who would like the opportunity to provide a range of art displays and performances in city facilities, and these desires prompted the need to look at a comprehensive policy to accommodate these requests. Background Information • Arts Council recommended the policy to City Council 6 -0 at December 2010 meeting • City Council considered the policy on January 25, 2011 and voted (7 -0) to return the policy to the Arts Council for minor revisions • Arts Council considered revised policy on February 22, 2011; motion to approve policy failed to receive majority vote (3 -3) The Southlake Arts Council recommended the policy to the City Council in December 2010. The Council considered the policy and requested that the Arts Council make a few minor revisions to the policy The Arts Council considered the revised policy at its February meeting and a motion to recommend the policy failed to receive a majority vote, primarily due to the Arts Council concern that a limit of two weeks for art displays was too short 5 Additional Information • Proposed policy t governs all facets of art displays r. including: — Visual & performing art — Donated art _ — Purchase of art f r a • Requires:,- , �,a�� d — Permit — Art exhibit — agreement The policy governs every aspect of placement of visual art and performing arts in all city facilities. It covers arts exhibits as well as donated art and art purchased by the City. It requires the artist to obtain a permit for the display, as well as, signing an art exhibit agreement for the protection of the City from liability. A Council Direction -The duration of art display -The sale of art (prices on display) -Space utilized for art display V The Council's direction in January was to consider the duration of art displays, the sale of art, and more specifically a prohibition against putting prices on the displays, and the space utilization of the art displays.
