Item 4K Approve policy for the display and/or performance of art in public facilities or properties March 29, 2011 City Council meeting C3 Provide attractive and unique spaces for enjoyment of personal interests Quality Development Partnerships and Volunteerism Art Policy Purpose To create a process for temporary art displays To display works of local & nationally professional artists Provide attractive and unique spaces for citizens visiting City facilities, parks or shopping venues Create an incentive or destination To provide for permanent art displays Background Information Originally to be a part of the City’s Facility Use Policy Number of new facilities had been completed or planned Displays have been allowed for special events Need for a comprehensive policy to cover all facilities Background Information Arts Council recommended the policy to City Council 6-0 at December 2010 meeting City Council considered the policy on January 25, 2011 and voted (7-0) to return the policy to the Arts Council for minor revisions Arts Council considered revised policy on February 22, 2011; motion to approve policy failed to receive majority vote (3-3) Additional Information Proposed policy governs all facets of art displays including: Visual & performing art Donated art Purchase of art Requires: Permit Art exhibit agreement Council Direction The duration of art display The sale of art (prices on display) Space utilized for art display Staff Recommendation Approve the revision of the proposed policy with Council recommendations Questions: Jim C.
