Item 8ACITY OF r`� ij SOOU 1 H LAKE MEMORANDUM February 23, 2011 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary Subject: Resolution No. 11 -010, Appointing a member to the Southlake Crime Control and Prevention District Board of Directors Action Requested: Approve Resolution No. 11 -010 appointing a member to the Southlake Crime Control and Prevention District Board of Directors. Background Information: On November 4, 1997, the voters of Southlake approved a proposition to create the Southlake Crime Control and Prevention District ( SCCPD). Subsequently, on February 2, 2002, the voters approved continuation of the SCCPD for 15 years. The one -half cent sales and use tax collected is dedicated to formulate and support crime reduction plans. Section 363.101(a)(b) of the Local Government Code states that the District is governed by a board of seven (7) directors who shall serve staggered two -year terms that expire September 1. On January 7, 2011, Mr. Martin Schelling tendered his resignation from the Board of Directors. Mr. Schelling's term expires September 1, 2011. RESOLUTION NO. 11 -010 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING A PERSON TO SERVE ON THE BOARD OF DIRECTORS FOR THE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Texas Local Government Code, Chapter 363.051 (The "Act ") authorizes a municipality that is partially or wholly located in a county with a population of more than one million to create a crime control district within its jurisdiction; and, WHEREAS, on November 4, 1997, Southlake voters approved a proposition to create the Southlake Crime Control and Prevention District, dedicated to formulating crime reduction programs and the administration of the one -half cent sales and use tax collected for the support of crime reduction programs authorized by the city, and on February 2, 2002, voters approved a continuation of the District for 15 years; and WHEREAS, Section 363.101(a)(b) of the Local Government Code states that the District is governed by a board of seven (7) directors who serve staggered two -year terms that expire September 1; and, WHEREAS, the Board of Directors has a vacancy, created by the resignation of Mr. Martin Schelling, which expires on September 1, 2011; now, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section 2. The following person is hereby appointed to serve on the Board of Directors for the Southlake Crime Control and Prevention District, term expiring September 1, 2011: Place 4 Section 3.
