Price, P.E., Director of Public Works Subject: Approve Change Order No. 8 with North Texas Contracting, Inc. in the amount of $479,539.00 for additional utility and drainage improvements associated with the Neighborhood Sewer Project. Action Requested: Approve Change Order No. 8 with North Texas Contracting, Inc. in the amount of $479,539.00 for additional utility and drainage improvements associated with the Neighborhood Sewer Project. Background Information: The Capital Improvements Program (CIP) includes funds for the construction of sewer and paving improvements for several neighborhoods within the City. Cheatham and Associates completed the final design and prepared contract documents in October of 2009. The City Council awarded the project on November 3, 2009 to North Texas Contracting, Inc. Approximately 9,800 linear feet of 8" and 10" sewer line has been installed within the Heatherwood, Royal Oaks, and Twin Creeks neighborhoods as well as along East Dove Road between Lonesome Dove Road and Kimball Avenue. Manhole and service line installation is currently in progress. In addition, proposed drainage improvements along Heatherbrook Court and Creekside Drive will begin in the next several weeks. Also included in the project is the reconstruction of the streets within these neighborhoods which will begin once the work associated with the sewer line (manholes, service line, testing) as well as the drainage work along these streets has been completed. The reconstruction of the neighborhood streets is also anticipated to begin in the next several weeks. A 12" water line was also constructed from Lonesome Dove Road to N. Kimball Avenue which complies with the City's master water plan. During construction, a connection for the future 8" water line along N. Kimball Ave. from E. Dove Road to the city limit line was installed. The construction along Primrose Lane and Pearson Road has been completed and that portion of the project closed. The City Manager approved Change Order No. 1 in the amount of $6,740.00 on January 14, 2010. This change order consisted of the relocation of a 12 -inch water line along Carroll at Primrose due to conflicts with the storm sewer. On February 22, 2010, the City Manager approved Change Order No. 2 in the amount of $18,641.00. This work included the relocation of a 12 -inch water line on Pearson Road partially located under pavement that was in conflict with the proposed location of the sewer line. Change Order No. 3 in the amount of $12,630.00 was approved on April 6, 2010 by the City Manager. The work consisted of approximately 285 linear feet of 4 inch under drain to be installed along the south edge of Primrose Lane to relieve the area of excess ground water for the purpose of stabilizing the road for paving activities. Change Order No. 4 in the amount of $778,949.00 was approved on May 26, 2010 by City Council and consisted of several revisions to the design of the sanitary sewer within the Heatherwood Estates, Royal Oaks Addition, and Twin Creeks Addition neighborhoods as well as portions of the sewer along East Dove Road. Change Order No. 4 also included work associated with relocating approximately 700 linear feet of 12 inch water line from the north right -of -way into the west bound lane of East Dove Road due to a conflict with a 4 -inch steel gas line. On June 3, 2010, the City Manager approved Change Order No. 5 in the amount of $2,454.00. This work included the removal and replacement of a storm sewer culvert as well as a 24" x 18" reducer to connect the pipe to a 24 -inch storm drain pipe. Change Order No. 6 was approved by City Council on September 7, 2010 in the amount of $75,327.00 and included modifying the construction sequence for the portion of Dove Road between Sunshine Lane and N. Kimball Ave. and allowed the paving contractor to place a 2 -inch Type "B" Asphalt binder course on the roadway immediately after the remixing and compaction of the subgrade. The purpose of this change was to insure the travelling public's safety and maintenance of traffic throughout the construction period. The placement of the 2 -inch asphalt mat provided both a substantial driving surface as well as a working surface on which the concrete ribbon curb was constructed. This work has been completed. The remaining two inches of asphalt along E. Dove Road will be applied once the neighborhood streets have been reconstructed to avoid damage to the top surface of the asphalt from construction equipment still required to perform the remaining work within the contract. Any damage to the surface layer of asphalt could potentially result in repair that would create patches within a newly paved road which would not be aesthetically pleasing. On December 14, 2010, the City Manager approved Change Order No. 7. This change order consisted of contract close out quantity adjustments for the Primrose Lane and Pearson Road portion of the project and resulted in a reduction of the total construction contract price by $15,926.57. Staff is proposing in Change Order No. 8 to add construction of approximately 3,600 linear feet of 8" water line along N. Kimball Ave. from E. Dove Road to the city limit line. The construction of the 8" water line is required to be constructed by June 30, 2011 per the interlocal agreement dated July 9, 2009 between the Cities of Grapevine and Southlake. Staff is also proposing to remove the remaining guard rail at Hunter's Creek and E. Dove Road. The original design included the removal of 5 guard rails located along E. Dove Road from Lonesome Dove Road to N. Kimball Ave. Staff evaluated the existing guard rail and determined that in order to remove it modifications to the existing drainage structure were required. In order to meet the transportation safety standards requiring a 10 foot clear zone for the design speed along E. Dove Road and at least a 3:1 slope to allow motorists time for correction, the existing drainage structure will be enclosed and the grade adjusted to allow for removal of the existing guard rail. In addition to improving safety in this area for motorists, the overall aesthetics of E. Dove Road will be improved by removing the remaining guard rail. Also included in Change Order No. 8 are adjustments to the contract quantities identified during construction. Financial Considerations: On November 3, 2009, the City Council approved a bid amount of $3,748,737.54. The previously approved change orders increased the total contract amount to $4,627,561.97. Staff recommends that City Council approve Change Order No. 8 in the amount of $479,539.00 resulting in a total project cost of $5,107.100.97.
