Item 4B AudioSOUTHLAKE , r iteM 4B City Council Members — Item 4B is for Change Order No. 8 for the Neighborhood Sanitary Sewer Project Requested Action Approve Change Order No. 8 with North Texas Contracting, Inc. in the amount of $479,539.00 for additional utility and drainage improvements associated with the Neighborhood Sewer Program The requested action is to approve change order no. 8 with North Texas Contracting, Inc. in the amount of $479,539.00 for additional utiility and drainage improvements associated with the neighborhood sewer program. 2 rw , 7 U N O L Q ^ W ^ O W O O U O N O C6 U_ Q C6 Background Information • 2001 — Completed preliminary design engineering for the neighborhood sewer project April 2008 — Contract awarded for preparation of final plans and specifications — Pavement reconstruction of the neighborhood streets and East Dove Road from Lonesome Dove Rd to Kimball Ave added — 12" Water line along Dove Road — meets City's water master plan requirements — Sewer improvements along Pearson Road from Johnson Road to Gray Lane — Water, sewer, storm, and paving improvements for Primrose Lane • November 3, 2009 — Construction contract awarded to North Texas Contracting, Inc. The preliminary engineering design for the neighborhood sewer was completed in 2001 and included constructing sanitary sewer lines to serve the Heatherwood, Royal Oaks, and Twin Creeks neighborhood. The contract for the final design was awarded in 2008. The final design includes sanitary sewer within the three neighborhoods and along Dove Road. In addition, pavement reconstruction along Dove Road from Lonesome Dove to Kimball Ave and the 4 neighborhood streets were added to the design contract. Approximately 5,000 linear feet of 12 inch water line on Dove Road was also included in the design contract meet the City's water master plan requirements. Various drainage improvements were also included along Dove Road and within the neighborhood streets. Improvements including water, sewer, storm, and paving were included along Primrose Lane in addition to sewer improvements along Pearson Road from Grey Lane to Johnson Road. The construction contract was awarded to North Texas Contracting, Inc. on November 2, 2009 and work began in January of 2010. 12 Proposed Change Order No. 8 • 3,600 linear feet of 8" waterline along N. Kimball Ave from E. Dove Road to the City limit line — Meets requirement of interlocal agreement with City of Grapevine dated July 9, 2009 Drainage Improvements (E. Dove Road / Hunter's Creek) • Improving Safety Conditions — Drainage structure enclosed to provide a 3:1 slope and clear zone to remove potential hazard (steep ditch) for motorists along E. Dove Road — Transportation safety standards for design speed along E. Dove Road require minimum 10 foot clear zone to remove guard rail — Guard rail will be removed • Improving aesthetics — A total of 6 guard rails eliminated along E. Dove Road • Quantity adjustments for original contract to date The proposed change order no 8 includes approximately 3,600 linear feet of 8" water line along the west side of N. Kimball Ave from Dove Road to the city limit line to replace an existing 2" waterline that is substandard. Per an interlocal agreement signed on July 9, 2009 with the City of Grapevine, Grapevine has been providing water service to newly developed properties in this area until such time as Southlake could construct the Kimball 8inch waterline. Also included in this change order are drainage improvements at the corner of Dove Road and Hunter's Creek. During the construction of the neighborhood sewer project, 5 guard rails were removed and culvert modifications made. These changes were made in order to meet the transportation standard which requires a 10 foot clear zone for a 35mph roadway should motorists accidently veer off road. An open drainage structure behind a 6t" guardrail was determined to pose a hazard for motorists. Staff recommends that the structure be modified and enclosed in order to backfill and grade to provide a 3:1 slope and the required clear zone for motorists. In addition, removing the remaining guard rail will improve the aesthetics of Dove Road. This change order also includes additional 18" ribbon curb and 10" sanitary sewer not included in the original bid quantities. Furthermore, during construction of the 12" waterline, a 4" gas line was discovered to be in the proposed location of the water line. As a result, it was necessary to relocate the waterline under the pavement resulting in additional costs. 5 Proposed Change Order No. 8 Kimball 8" Water Line Drainage Improvements Quantity Adjustments Total Change Order No. 8 $ 367,070.00 $ 40,811.00 $ 71,658.00 $ 479, 539.00 The total amount of change order no 8 is $479,539.00.
