2011-03-22 Workshop CITY OF SOUTHLAKE TEXAS CITY COUNCIL WORKSHOP AND COMMUNITY DISCUSSION MEETING MINUTES: MARCH 22, 2011 LOCATION: 1400 Main Street, Southlake, Texas 76092 City Council Chambers CITY COUNCIL PRESENT: Mayor John Terrell, Mayor Pro Tem Laura K. Hill (present at 5:50 p.m.), Deputy Mayor Pro Tem Brandon Bledsoe, and Councilmembers Carolyn Morris, Pamela A. Muller, Jeff Wang and Al Zito. CITY COUNCIL ABSENT: None STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager /Director of Public Safety Jim Blagg, Assistant to the City Manager Alison Ortowski, Communication and Websites Manager Pilar Schank, Director of Planning and Development Services Ken Baker, Chief of Fire Services Mike Starr, Fire Inspector Kelly Clements, Chief of Police Services Robert Finn, Director of Public Works Robert Price, City Attorney E. Allen Taylor, City Attorney Bryn Meredith, and City Secretary Alicia Richardson. 1. CALL TO ORDER The meeting was called to order by Mayor Terrell at 5:15 p.m. 2A. EXECUTIVE SESSION Mayor Terrell announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.071, consultation with the city attorney. City Council adjourned for Executive Session at 5:20 p.m. Executive Session began at 5:25 p.m. and concluded at 6:10 p.m. 2B. RECONVENE Mayor Terrell reconvened the workshop at 6:15 p.m. and asked if any action was necessary from Executive Session. No action was taken by Council. WORKSHOP 3. INTRODUCTION OF PROGRAM AND GROUND RULES FOR MEETING CITY COUNCIL WORKSHOP AND COMMUNITY DISCUSSION MEETING MINUTES, MARCH 22, 2011 Page 1 of 2 Mayor Terrell outlined the process for the meeting and discussion on legal and procedural issues regarding gas well drilling and pipeline locations. The public was invited to submit questions in advance for the workshop. The questions were grouped into the following subject matter: water / air quality, ordinance, conflict of interest, moratorium, emergency management, mineral rights, fiduciary responsibilities, drilling process, legal, pipeline, legislative and City Council code of conduct. City Manager Shana Yelverton and Director of Planning and Development Services Ken Baker presented information on the evolution of the gas and oil well permit drilling and production ordinance. Ms. Yelverton reviewed the City's legislative efforts pertaining to gas well drilling and pipeline oversight. 4A. PRESENTATION BY CITY ATTORNEY — LEGAL AND PROCEDURAL ISSUES REGARDING GAS WELL DRILLING AND PIPELINE LOCATIONS WITHIN THE CITY OF SOUTHLAKE City Attorneys E. Allen Taylor and Bryn Meredith addressed issues regarding gas well issues and pipeline locations. 5A. DICUSSION — QUESTIONS AND ANSWER —LEGAL AND PROCEDURAL ISSUES REGARDING GAS WELL DRILLING AND PIPELINE LOCATIONS WITHIN THE CITY OF SOUTHLAKE Mayor Terrell and legal counsel provided responses to the questions submitted in advance by the public for the following subject matter: water / air quality, ordinance, conflict of interest, moratorium, emergency management, mineral rights, fiduciary responsibilities, drilling process, legal, pipeline, legislative and City Council code of conduct. 6.
