BACKGROUND INFORMATION
OWNER: V &M Property Investment & Compass Realty, L.P.
APPLICANT: Compass Realty, L.P.
PURPOSE: The purpose of this request is to receive approval of a preliminary plat
proposing a subdivision of approximately 14.6 acres into 23 lots.
PROPERTY SITUATION: The property is located on the west side of South White Chapel Boulevard,
approximately 600' south of West Southlake Boulevard (FM 1709).
LEGAL DESCRIPTION: Tracts 3L, 3N, 3M, 3N1, and 3N2, Hiram Granberry Survey, Abstract No.
581, being approximately 14.6 acres.
LAND USE CATEGORY: Medium Density Residential
CURRENT ZONING: "AG" Agricultural District and "SF -IA" Single Family Residential District
PROPOSED ZONING: "SF -20X" Single Family Residential District
HISTORY: -A Special Exception Use permit was approved by City Council on February
16, 1988 for equestrian use on Tracts 3L and 3M. The permit expired on
February 16, 2003.
TRANSPORTATION
ASSESSMENT: (See Case ZA03- 029ZCP)
WATER & SEWER: A 12" water line currently exists along the east side of S. White Chapel. The
applicant is proposed to connect to an existing 10" sanitary sewer line west of
the proposed development.
P &Z ACTION: June 19, 2003; the Commissioners held a discussion of this item... no action
was taken at this time. Public hearing is set for July 17, 2003.

FIELD NOTE DESCRIPTION
ALL of that certain lot, tract or parcel of land situated in the HIRAM GRANBERRY SURVEY,
ABSTRACT NO. 581 in the City of Southlake, Tarrant County, Texas and being that same
tract of land described in deed to Aaron Glenn and wife Devaney Glenn as recorded in
Volume 14623, Page 384, Deed Records, Tarrant County, Texas and also being a portion of
that same tract of land described in deed to Ronnie Malone and Michael D. Vouklizas as
recorded in Volume 10904, Page 1307, said Deed Records and being more particularly
described by metes and bounds as follows:
COMMENCING at a 1/2 inch steel rod with cap stamped "MOAT{ SURV INC" found in the easterly
right -of -way line of South White Chapel Road (a variable width public right -of -way), said
rod being the northwest corner of Lot 1R, Aubrey Estates, an Addition to the City of
Southlake according to the plat recorded in Cabinet A, Slide 4514, Plat Records, Tarrant
County, Texas from which a 1/2 inch steel rod found for the inner corner of said Lot 1R
bears South 15 degrees 15 minutes 41 seconds East (the basis of bearings of the herein
described tract) at 289.18 feet; THENCE South 75 degrees 22 minutes 37 seconds West
across South White Chapel Road to a 1/2 inch steel rod found for the southeast corner of
said Glenn tract, said rod being in the westerly right -of -way line of said road and being
the PLACE OF BEGINNING OF THE HEREIN DESCRIBED TRACT;
THENCE North 88 degrees 29 minutes 58 seconds West with the southerly boundary line of
said Glenn tract a distance of 707.48 feet to a 1/2 inch steel rod with cap stamped
"HORIZON SURVEY CO" found for the southwest corner of same;
THENCE North 00 degrees 28 minutes 43 seconds East with the westerly boundary line of
said Glenn tract, passing at 277.85 a 1/2 inch steel rod with cap stamped "HORIZON SURVEY
CO" found from which a 5/8 inch steel rod found bears North 82 degrees 16 minutes 04
seconds East at 1.19 feet and continuing a total distance of 616.48 feet to a concrete
monument found for the northwest corner of said Malone tract;
THENCE South 89 degrees 24 minutes 40 seconds East with the northerly boundary line of
said Malone tract a distance of 1258.69 feet to a 5/8 inch steel rod found in the
westerly right -of -way line of said road, said rod being in a curve to the right whose
center bears North 62 degrees 38 minutes 54 seconds West at 1146.50 feet:
THENCE southwesterly with said right -of -way line and said curve through a central angle
of 13 degrees 51 minutes 29 seconds and an are length of 277.30 feet to a 1/2 inch steel
rod with cap stamped "MOAK SURV INC" set for the end of said curve to the right and the
beginning of a curve to the left whose center bears South 48 degrees 47 minutes 26
seconds East a distance of 512.00 feet;
THENCE southwesterly continuing with said right -of -way line and with said curve through a
central angle of 10 degrees 41 minutes 55 seconds and an are length of 95.60 feet to a
1/2 inch steel rod with cap stamped "MOAK SURV INC" set for the end of said curve;
THENCE South 30 degrees 30 minutes 39 seconds West continuing with said right -of -way line
a distance of 22.52 feet to a 1/2 inch steel rod with cap stamped "MOAK SURV INC" set for
the beginning of a curve to the right whose center bears North 59 degrees 29 minutes 21
seconds West at 238.00 feet;
THENCE southwesterly continuing with said right -of --way line and with said curve through a
central angle of 06 degrees 47 minutes 16 seconds and an arc length of 28.20 feet to a
1/2 inch steel rod with cap stamped "HORIZON SURVEY CO" found for the end of said curve,
said rod being the northeast corner of said Glenn tract;
THENCE South 49 degrees 17 minutes 25 seconds West with the easterly boundary line of
said Glenn tract and continuing with said right -of -way line a distance of 419.05 feet to
the PLACE OF BEGINNING and containing 14.6295 of land, more or less.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON 06/02/03 AND WE
OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT
APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS ORNEED

1. This plat and all lots proposed must comply with the underlying zoning district regulations and
controlling plan approvals. As proposed, this plat is subject to the approval of an appropriate change
of zoning.
2. Label the surrounding properties with the zoning and land use designation. The zoning for the
Lechler property is "O -1" and the zoning for Lot 4, H. Granberry No. 581 Addition is "CS ".
3. Label the width of the sidewalk required by the Southlake Pathways Master Plan. The required width
is 6'.
4. Provide minimum finish floor elevations on Lot 9, Block 1 and Lots 12, 13, & 14, Block 2.
5. Provide a separate survey or dimensioned exhibit showing the location of any structures to remain or
note that all such structures are to be removed.
INFORMATIONAL COMMENTS
Planning and Engineering is further evaluating the geometry of the R.O.W. for S. White Chapel Blvd
and may require modification to the R.O.W. at the final plat.
Although there are a few lot lines which are not perpendicular or radial, they appear to meet the intent
of this requirement.
* A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off -site sewer extensions, off -site drainage and utility easements and impact
fees.
