SUBJECT: Resolution No. 03 -064, Approval of a revision to the Southlake Public
Library's Hours of Operation Policy regarding Saturday hours of operation
Action Requested: City Council approval of Resolution No. 03 -064, approving revision to the
Southlake Public Library's Hours of Operation Policy to revise Saturday
hours of operation from 12:00 p.m. to 4:00 p.m.
Background
Information: The Southlake Library Board held a planning retreat in October 2002 to
identify goals and objectives for the coming year. One of the identified
goals was to complete a review of the Hours of Operation. The purpose of
this review was to maximize the efficiency and effectiveness of the hours
that the Library is open with actual usage patterns. Additionally,
individual board members had expressed a desire for the Library to
include Sunday hours of operation.
In discussing the issue of Sunday hours of operation, one major issue was
in keeping the current level of service at a six day operational week, or
moving towards a seven day operational week. Alternatives to the
schedule that would include Sunday hours with a six day operational
schedule were also discussed. In reviewing the benefits achieved by
alternative schedules with the financial considerations, and identifying
concerns about stretching current resources too thin, the Board elected at
this time to recommend to City Council a revision to the hours of
operation that includes switching the Saturday hours and keeping a six day
operating schedule.
This recommendation reverses the Saturday hours of operation from 10:00
a.m. to 2:00 p.m. to hours of operation from 12:00 p.m. to 4:00 p.m. The
goal of this recommendation is to increase the effectiveness of Saturday
hours, where actual use patterns since the opening of the Library suggest a
higher usage would occur on Saturdays with a move to strictly afternoon
hours.

Recommendation
As the Library Board recommends keeping the level of service at a six day
operating schedule, there are no identified financial considerations or an
identified long -term financial impact from approving this policy revision.
Not Applicable.
The Library Board discussed this issue at their May 28, 2003 meeting, and
the Board approved a recommendation to the City Council to revise the
Hours of Operations Policy to change the Saturday hours of operation
from 12:00 p.m. to 4:00 p.m. at their June 25, 2003 meeting (4 -1). Board
member C.D. Peebles voted against this recommendation, citing a desire
towards moving to a seven day operating schedule that included Sunday
hours of operation.
Alternatives include the following:
■ Revision of the Hours of Operation Policy at a desired scope;
■ Tabling Resolution No. 03 -064 pending further information and / or
discussion;
■ Denial of Resolution No. 03 -064 and staying with the current Hours of
Operations Policy.

RESOLUTION NO. 03 -064
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, ADOPTING REVISIONS TO THE SOUTHLAKE PUBLIC
LIBRARY'S HOURS OF OPERATION POLICY REGARDING
SATURDAY HOURS OF OPERATION
WHEREAS, the City of Southlake (the "City ") strives to achieve the maximum efficiency and
effectiveness in the delivery of services to its residents; and
WHEREAS, the City Council established policies for the Southlake Public Library (the
"Library ") prior to the opening of the facility in order to provide systematic and consistent guidance in the
administration of providing library services; and
WHEREAS, as the Library has been operating for a significant period of time to allow for the
review of the efficiency and effectiveness of the current hours of operation; and
WHEREAS, the City recognizes there is potential benefit in revising the hours of operation on
Saturdays from 10:00 a.m. to 2:00 p.m. to 12:00 p.m. to 4:00 p.m. in order to increase efficiency and
effectiveness in service delivery; and
WHEREAS, The City desires to establish this revision in the current Hours of Operation Policy
to provide systematic and consistent guidance in the administration of these desired policy goal; NOW
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, THAT:
Section 1: The City of Southlake hereby adopts the proposed revisions to the Library's Borrower
Privileges and Responsibilities Policy, a copy of which is attached hereto as Exhibit "A" and which is
incorporated by reference herein.
Section 2: This resolution shall become effective after its passage and adoption by the City Council.

L Statement of Purpose.
The purpose of this policy is to provide consistent guidance for the Southlake Public Library
staff in hours of operation.
H. Policy Statement.
The Southlake Public Library maintains consistent, posted hours of service which all services of
the Southlake Public Library are available to patrons. Those hours are:
MONDAY 10:00 A.M. TO 8:00 P.M.
TUESDAY 10:00 A.M. TO 6:00 P.M.
WEDNESDAY 12:00 P.M. TO 6:00 P.M.
THURSDAY 10:00 A.M. TO 8:00 P.M.
FRIDAY 12:00 P.M. TO 6:00 P.M.
SATURDAY 10:00 A.M. TO 2. nn D A ! 12:00 P.M. TO 4:00 P.M.
SUNDAY CLOSED
Legal and Holiday hours will be posted with a two -week notice and subject to the annual City of
Southlake employee vacation calendar. Hours of operation may be subject to change.
