PROPERTY SITUATION: The specific site is located on the south side of Prospect Street, between State Street and N. Carroll Ave. LEGAL DESCRIPTION: Lot 4, Block 2R1, Southlake Town Square, Phase I LAND USE CATEGORY: Town Center CURRENT ZONING: "DT" Downtown District HISTORY: -City Council approved an SUP for a Farmer's Market on July 16, 2002. P &Z ACTION: May 8, 2003; Approved (5 -1) to commence on the I Saturday of June through the last Saturday of September each year in perpetuity if it remains within the scope of this approval as presented. STAFF COMMENTS: A site exhibit is included as Attachment "C" and an event description is included as Attachment "D" of this packet. This is an SUP request for a Farmer's Market per Ord. 480, Section 37.2. The request proposes a Farmer's Market to operate in the location shown on the attached map each Saturday between the hours of 7:30 a.m. to 3:30 p.m. starting on June 7, 2003 and running through September 27, 2003. The market is the same as last years Farmer's Market. Each vendor shall be required to obtain a solicitor registration certificate and identification badge from the City Secretary's office under the provisions of Section 13 of the City Code. There is no construction proposed with this request. The applicant has requested that the Farmer's Market be permitted each year beginning the first Saturday of June through the last Saturday of September so long as it remains as currently proposed. This is the same provision allowed for Art in the Square. Any significant change to the Market will require approval of a new SUP. E� azR The Southlake Town Square Farmer's Market is a community service event designed to provide the citizens of Southlake the opportunity to purchase farm fresh vegetables and produce once a week during the growing season. We would like to submit this application for an SUP for Outdoor Vendor Sales with temporary movable structures. Temporary Vendor Sales Information: The Southlake Town Square Farmer's Market will be held every Saturday beginning June 7 and. ending Saturday, September 27, 2003. Times for the event are 7:30 am through 3:30 pm. Farmers can breakdown earlier if they sell out of their stock. The market will be located in the Block 2 parking lot within the employee parking space, directly behind the 1256 Main Street building (see attached trap). During the time of the event, the majority of the office businesses are closed and very little of the office employee parking is utilized. No street closures will be necessary. Components of Event: Farmer's Booths — As many as 30 qualified vendors which will include farmers selling fruits and vegetables, gourmet food products, herbs, plants and honey could participate each week. Each Farmer will have a designated space where they may pop -up a small 10 x 10 canopy and set out tables with their wares. Farmer's will adhere to all health codes and City permit rules and regulations. It is our understanding with an SUP they would not need a health permit to sell fresh produce or pre - prepared food products. A process has been designated to obtain banner permits for the vendors to hang small banner signs from their tents. Expected Attendance Attendance grew steadily from week to week in 2002, drawing over 700 people during some weeks. No problems with parking are anticipated due to past experiences. Farmer's Market exists to benefit Southlake Town Square tenants. If that fails to be the case due to circumstances such as parking (a dynamic that can change from year to year due to development), Southlake Town Square would take corrective measures such as reducing the number of vendors or eliminating the market all together. In the event Farmer's Market wanted to change location, the number of vendors or any other material aspect, we would then go through the approval process. Sincerely, Patricia S.
