SUBJECT: Approval of a request from Liberty Garden Committee for the temporary
placement of artwork in Rustin Park at Town Square to coincide with Art
In The Square and for approval of up to $800 from Public Art Fund for
temporary foundations and recognition signs
Action Requested: Council approval of temporary public art location and Public Art Fund
expenditure.
Background
Information: At a meeting on September 30, 2002, the Public Art Advisory Committee
(PAAC) approved the permanent installation of two statues in the proposed
Liberty Garden in Bicentennial Park (images attached). As part of the on-
going plan development, an opportunity arose to purchase the statues and
have them placed on temporary foundations in the public area of Town Hall to
coincide with Art in the Square (April 25 -27). The Liberty Garden Committee
sees this as a good opportunity to promote both the Liberty Garden as well as
the PAAC, and will place signs on the statues recognizing such. The request
specifically involves Council approval of
• Temporary public art placement on public property
• Limited funding in an amount not to exceed $800 to assist with the
construction of the foundations for the statues
It should be noted that the foundations will be 4" thick, stained, and pre -cast
at another location, not permanently installed on the sidewalk. Please consult
the attached exhibit for the (1) preferred locations on the exterior of the
sidewalk ramps and (2) alternate locations on the center concrete pad, to be
located in coordination with any Art In The Square booths. The statures are
requested to remain on the premises and promote the PAAC and Liberty
Garden effort for a term not to exceed September 1, 2003, at which time or
before they will be permanently located at the Liberty Garden site.
Liberty Garden Committee representatives will be present at the meeting to
answer any specific questions.
Financial
Considerations: The current balance of the Public Art Fund is $3,500 (donation from the Local
Option Election committee).

• Park Board recommended approval of the Liberty Garden concept at their
meeting of May 13, 2002.
• Liberty Garden informational presentation to City Council August 20,
2002.
• PAAC approval of statues in Bicentennial Park on September 30, 2002.

funding requests on March 4, 2003.
• The PAAC will consider a recommendation for approval of these items at
their April 14, 2003, meeting and the result will be provided at the
meeting
