BACKGROUND INFORMATION
OWNER/APPLICANT: Cooper & Stebbins, L.P.
PURPOSE: Allow up to 115 single family attached residential units. The plan proposes a
total of 127 lots consisting of 96 residential lots, 18 optional lots and 13
common area lots. The optional lots are to be permitted as a commercial or
residential lot type. The applicant must designate the use at the time of
building permit. Once it is designated, as either a commercial or residential lot,
City Council approval, following a recommendation by the P & Z, is required
to change it. Commercial lots must have a Site Plan approved by City Council
following a recommendation of the P & Z prior to issuance of a building
permit.
PROPERTY SITUATION: The property is located on the east side of Central Avenue, north side of East
Southlake Boulevard (FM 1709) and the south side of State Highway 114.
LEGAL DESCRIPTION: Tract 2A and a portion of 2A5, R. Eads Survey, Abstract No. 481
LAND USE CATEGORY: Mixed Use
CURRENT ZONING: "NR -PUD" Non - Residential Planned Unit Development District
PROPOSED ZONING: "DT" Downtown District
TRANSPORTATION
ASSESSMENT: The property fronts on the east side of Central Avenue and west ofthe Village
Center development. Access into the property from E. Southlake Blvd will be
provided from a new street to be dedicated (Summit Street, 2 -lane 42'
R.O.W.). Access from the rest of Southlake Town Square will be from Main
Street. A common access easement driveway located on the west will provide
access to the Village Center retail development. Main Street and Central
Avenue will be extended with the development.
Three new streets will be dedicated within the development (Summit Ave,
Elm Street, and Parkridge Blvd). All streets will allow for on- street parking
while two -car garages in the rear will be accessed by private drives.

Parks and Pathways Master Plan
The Southlake Pathways Master Plan recommends an eight (8) foot paved,
multi -use trail along the south side of E. Southlake Blvd and along the east
side of N. Carroll Ave.
A 6.32 acre park will be dedicated to the City as part of the development.
A 10" sanitary sewer line and a 12" water line run along the north side of E.
Southlake Blvd adjacent to the property.

INFORMATIONAL COMMENTS
The applicant has met the requirements of previous reviews.
* This SUP and plan are subject to the requirements of the "DT" Downtown District (480 -SS &
ZA02 -104) and the Downtown District Guidelines (Res. 03 -011).
The plan and renderings submitted are compliant with the Downtown District Design Guidelines.
* It appears that this property lies within the 65 LDN D/FW Regional Airport Overlay Zone and
will require construction standards that meet requirements of the Airport Compatible Land Use
Zoning Ordinance No. 479.
The applicant should be aware that prior to issuance of a building permit a Plat must be processed
and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan,
and building plans, must be submitted for approval and all required fees must be paid. This may
include but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer
Impact and Tap Fees, and related Permit Fees.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
SINGLE FAMILY ATTACHED RESIDENTIAL DWELLING UNITS
ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
BEING LEGALLY DESCRIBED AS TRACT 2A AND A PORTION OF
2A5, R. EADS SURVEY, ABSTRACT NO. 481, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED
ON THE APPROVED CONCEPT PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for single family attached residential dwelling units has been
requested by a person or corporation having a proprietary interest in the property zoned as "DT" Downtown
District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (43) of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite notices
by publication and otherwise, and have afforded the persons interested and situated in the affected area and in
the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for single family attached residential dwelling units on the
property being legally described as Tract 2A and a portion of 2A5, R. Eads Survey, Abstract No. 481, more
fully and completely described in Exhibit "A ", and as depicted on the approved Concept Plan attached hereto
and incorporated herein as Exhibit `B" and providing an effective date, subject to the provisions contained in
