Subject: Award bid to Brett Construction Company of Hico, Texas for
construction of sanitary sewer improvements in Garden Addition and
the associated main to N -I interceptor, Cedar Oaks Estates, Hillside
Estates, Southlake Woods lift station abandonment, water
improvements in Lakewood Ridge Addition and Indian Creek
Estates, drainage improvements at the intersection of Lonesome Dove
Avenue and Dove Road and pump relocation from Pump Station No.
2 to Pump Station No. I in the amount of $1,890,594.10.
Action Requested: Award bid to Brett Construction Company of Hico, Texas for
construction of sanitary sewer improvements in Garden Addition
and the associated main to N -1 interceptor, Cedar Oaks Estates,
Hillside Estates, Southlake Woods lift station abandonment, water
improvements in Lakewood Ridge Addition and Indian Creek
Estates, drainage improvements at the intersection of Lonesome
Dove Avenue and Dove Road and pump relocation from Pump
Station No. 2 to Pump Station No. 1 in the amount of
$1,890,594.10.
Background
Information: The Council approved these sanitary sewer and water projects as
part of the FY 99/00, FY 00 /01, FY 01/02 and FY 02/03 Capital
Improvements Program (CIP). The project includes providing
sanitary sewer service to residents of Garden Addition (sanitary
sewer from Garden Addition had to be discharged into N -1
interceptor by extension of a 12" main on Shady Oaks Drive),
Cedar Oaks Estates and Hillside Estates, eliminating the Southlake
Woods lift station and Fox Hollow lift station and providing water
and fire protection to residents in Lakewood Ridge Addition and
Indian Creek Addition. The project also includes construction of a
reinforced concrete box culvert across Lonesome Dove Avenue at
the intersection with Dove Road to provide drainage improvements
and the relocation of a 400 horsepower pump from Pump Station
No. 2 to Pump Station No. 1 to provide increased pumping
capacity at Pump Station No. 1 at FM 1709 and Pearson Lane.
The contract time for completion of the work is 270 calendar days.
Two bids were received on January 7, 2003, with Brett
Construction Company being the low bidder. The bids have been
reviewed by Cheatham and Associates and City Staff and are
tabulated as follows:

The project contractor has agreed to delete extension of water lines
into the Lakewood Ridge and the Indian Creek Estates
subdivisions should the City determine its lack of feasibility based
on the outcome of a current hearing before the TCEQ.
Financial
Consideration: Funds for the sanitary sewer and water line improvements are
available from FY 99/00 and FY 00 /01 CIP. Funds are available
for the drainage improvements from FY 02/03 CIP and funds for
the pump relocation are available from FY 00 /01 CIP.
Recommended funding for this project is $1,985,123.10 which
includes a 5% construction contingency.

** These projects had low priority due to lack of customer support for connection to
Southlake system, therefore, staff does not recommend completing this project and use
allocated funds to complete projects included in this bid package.
Citizen Input/
Board Review: The neighborhood sewer projects were selected based upon
favorable response to a citywide survey. In addition, Staff held a
SPIN meeting for the project to answer questions and discuss the
nature of the project with the residents, as well as to describe the
level of invasiveness that this type of project inherently brings.
Legal Review: Not applicable.
Alternatives: Council may award or reject this bid.

Project Schedule: The contractor is required to begin the project within ten (10)
calendar days of the Notice to Proceed, and complete the project
within two hundred and seventy (270) calendar days.
