Item 4CSPIN Report Tuesday, December 7, 2004 The SPIN Standing Committee respectfully submits this written report in an effort to maintain communication flow between the Standing Committee and the City Council SPIN Standing Committee Meeting — The next SPIN Standing Committee Meeting is scheduled for Monday, December 14 at 6:30 p.m., Training Rooms #3c and #3d. 2. November SPIN Standing Committee Meeting Recap — The SPIN Standing Committee held their monthly meeting on Thursday, November 11. Below is a summary of issues addressed at the meeting: Discussion of November 29, 2004 Regional Transportation Forum - Speakers include Tarrant County Commissioner, Glen Whitley; NCTCOG Transportation Representative, Dan Lamers; and City of Grapevine Director of Public Works, Jerry Hodge. Southlake Chamber of Commerce Chair, Justin Mecklenburg, will be the moderator for the forum. Discussion of Ordinance 598 -A: Articles of Incorporation 5 -7 — The Committee finished reviewing Ordinance 598 -A, and will be presenting the ordinance with recommended changes to the City Council in the joint City Council/SPIN meeting in January. Discussion of SPIN Map — The Committee reviewed the SPIN map boundaries and discussed whether changes should be recommended. The original concept of SPIN was to draw boundaries based on major thoroughfares and not to divide the neighborhoods. Recently some areas have not had committee representation and have had a difficult time filling those vacancies. It was suggested that current SPIN reps cover these areas on an "acting" basis, pending recruitment of full time representatives. For example, Jan Francis has agreed to cover both areas 5 and 6; Pattie Minder will cover both areas 7 and 8. Area 14 is currently vacant and recruiting will consist of contact with all homeowner's associations in that area. Jon Wiersum agreed to take ownership of the latter of these. 3.
