SUBJECT: Approve Addendum A to the North Park Professional Services
Agreement with Schrickel Rollins and Associates, Inc., for
$71,300
Action Requested: City Council approval of Addendum A to the North Park
professional services agreement with Schrickel, Rollins and
Associates, Inc., for $71,300.
Background
Information: Attached is Addendum A to the Professional Services
Agreement (PSA) with Schrickel, Rollins and Associates,
Inc., (SRA) to complete the engineering and design for North
Park.
The description of Professional Services includes:
• Pre - Design Phase
• Concept Design Phase
• Construction Document Phase
• Construction Bidding Phase
• Construction Observation and Administration Phase
The original SRA Basic Services Fee of $413,700 was
approved in the PSA dated June 24, 2009. The terms of the
PSA state that "the Basic Services Fee shall be increased or
decreased proportionally if the budget authorized in writing
by the City is different from the budgeted amount stated
herein ".
As you recall, multiple public meetings were held including
SPIN, individual meetings with neighboring residents,
Planning & Zoning, Parks Board, SPDC and City Council
meetings where, as the project made its way through the
Site Plan approval, the scope of the project, as well as the
construction costs, increased significantly. Since the
approval of the Site Plan, staff has been working with SRA to
finalize the concept design and construction documents
based on the significant increase in scope, and to bid the
project.

Since the DPS North Facility project was placed on hold,
staff has also been working with Cheatham & Associates,
the design /engineering firm on the DPS North Facility
project, to include items such as the required entry drive,
deceleration lane, sidewalk at Dove Rd., drainage
improvements, outfall structures, pond wall, pond
excavation, clay liner and grading, that would have been
constructed with the DPS project, into the North Park
Project. Dean Construction, the Construction Manager at
Risk on the North Park project will also construct these
required elements as they are constructing the park. As you
will see below, Crime Control Prevention District funding will
be utilized to construct these additional required elements.
Staff recommends approval of Addendum A to the PSA,
based on the significant increase in the project scope and
corresponding construction costs..
Financial
Considerations: Current approved funding for the project is as follows:
SPDC Funds $6,666,000.00 (North Park Budget)
CCPD Funds $ 517,930.87 (portion of DPS North budget)
Total Funds $7,183,930.87
Addendum A to the PSA increases the amount of the SRA
contract by $71,300 (i.e., from $413,700 to $485,000).
SPDC funding for the project is being utilized as follows:
Total SPDC Funding $6,666.000.00
Design /Engineering Services (SRA) -$ 485,000.00
Construction Mqr at Risk Services (Dean) - $6,113,880.79
Amount Currently Under Budget $ 67,119.21

Board Review: The Parks Board and SPDC will consider this item at a
special joint meeting on February 15, 2011.
The City Council will consider this item at their February 15.
2011 meeting.
Legal Review: Addendum for consideration is a standard form that has
been approved by the City Attorney.
Alternatives: The approval of the site plan for North Park changed the
scope of the project as well as the construction costs
significantly. The Professional Services Agreement (PSA)
states the Basic Services Fee shall be increased if the
project budget is increased, therefore alternatives may
include the following:
• City Council approval as presented
• City Council approval with input as desired

ADDENDUM A
PROFESSIONAL SERVICES AGREEMENT
NORTH PARK
ADJUSTMENT TO BASIC SERVICES FEE
CITY OF SOUTHLAKE
(1) Scope of Services. The scope of services as well as the construction budget for the North Park Project
increased significantly as a result of the Site Plan approval for the project. Addendum A to the Basic
Professional Services increases the Basic Services Fee as a result of the increased scope of services. As per the
agreement, "the Basic Services Fee shall be increased or decreased proportionally if the budget authorized in
writing by the City is different from the Budgeted Amount stated herein." (Section D. Payment For Services).
(2) Basic Services Fee. The Basic Services Fee of $413,700 in the agreement was based on the original
project construction budget of $4,323,000. Compensation for additional Professional Services shall not exceed
the sum of $71,300.00 ( "Basic Services Fee ") for a total Basic Services Fee compensation of $485,000.00.
(3) Amendments. This Contract may not be amended or supplemented unless such amendment or
supplementation is approved in writing and signed by the City Manager.
IN WITNESS WHEREOF, the parties hereby have executed this Addendum in triplicate originals to be
effective on the Effective Date.
