Background Information: June 16, 2009 - The City Council approved professional services contract with Schrickel Rollins and Associates (SRA) to design the North Park multi - purpose field complex. November 9, 2009 — SPIN meeting was held to present site plan concept to residents. February 8, 2010 — Concept and Site Plan were reviewed and approved by Parks & Recreation Board. February 18, 2010 — Site Plan and variances requests were reviewed and approved by Planning and Zoning. May 18, 2010 - Site Plan and variances requests were reviewed and approved by City Council. June 23, 2010 and June 30, 2010 - Working with SRA, the City advertised Requests for Proposals for Construction Manager at Risk (CMR). July 16, 2010 - A CMR pre - proposal meeting was held. July 30, 2010 — CMR proposals were received and opened. A review committee recommended Dean Construction to the Parks & Recreation Board, Southlake Parks Development Corporation (SPDC) and City Council. 4H -1 City Council Meeting Meeting Date — February 15, 2011 Page 2 of 4 4H -2 October 11, 2010 - The Parks and Recreation Board recommended approval of professional services agreement with Dean Construction to City Council. November 2, 2010 — SPDC and City Council approved the Construction Manager at Risk contract with Dean Construction. December 19, 2010 and December 26, 2010 - Dean Construction advertised for construction bids. January 19, 2011 - Bids were opened and GMP established. The City Council adopted Resolution No. 09 -004 that delegates to the City Manager the authority to determine the construction method that is the best value for the City. The Construction Manager at Risk (CMR) was chosen for this project to obtain the highest level of quality and efficiency. The CMR approach entails hiring a construction management firm that acts as a project consultant and general contractor. The construction management firm is bound to an agreed guaranteed maximum price (GMP) that is determined from actual advertised bids received. The CMR is paid based on a percentage of the cost of the work. The CMR can also bid to self perform a portion of the work. The CMR approach gives the owner opportunity, before the GMP is established, to make adjustments in scope and value engineer if the bidding numbers appear to exceed the established budget. Overall, the CMR approach, because of its flexibility, ensures better cost control and quality. Financial Consideration: The overall SPDC CIP project budget for North Park is $6,666,000. The overall CCPD CIP project budget for the portion of the DPS North project being built by Dean Construction is $517,930.87. The total funding allocated for the project is $7,183,930.87. The original engineering and design fee for Schrickel Rollins and Associates was $413,700. Based on the increased scope of work of the project, Addendum A increases the design fee $71,300 for a total of $485,000. 4H -2 City Council Meeting Meeting Date — February 15, 2011 Page 3 of 4 4H -3 Based on the bids received for the current scope of work, the total construction GMP cost is $6,631,811.66. The SPDC CIP budget will fund $6,113,880.79 of the construction cost and the CCPD CIP (DPS North project funding) will fund $517,930.87 of the construction cost. The portion of the project work that is shared with the adjacent DPS development includes the entry drive, deceleration lane, sidewalk along Dove Rd. adjacent to the DPS facility, drainage improvements including pond excavation and pond wall, and grading.
