Price, P.E., Director of Public Works Subject: Resolution No. 11 -007, authorizing and endorsing the application for the WaterSMART "Water and Energy Efficiency Grant" Action Requested: Approve Resolution No. 11 -007, authorizing and endorsing the application for the WaterSMART "Water and Energy Efficiency Grant" Background Information: In the FY 2011 budget, the City Council approved a new water conservation pilot program. The purpose of this program is to allow a targeted group of residents to participate in an Irrigation system audit /repair program with up to a potential $200 repair incentive (i.e., utility bill credit). The purpose of the audit /repair program is to decrease consumption for irrigation purposes. $50,000 was budgeted for this program in FY 2011. This program has been utilized in other communities such as The Woodlands and Addison and found to be productive in increasing overall water efficiency. The City was recently made aware of grant funding for water conservation efforts through the U.S. Department of Interior — Bureau of Reclamation. Eligible projects include those that result in quantifiable and sustained water savings or improved water management. Since this project meets the basic criteria of the grant application we would like to expand this program by seeking 50% grant funding. Please note that this grant application is requesting funding for two years: FY 2011 and FY 2012. The specifics of the grant funding request are included below in the Financial Considerations section of the memorandum. The ratio of summer to winter water use in Southlake is about three to one (3:1). This increase in demand during the Summer contributes significantly to the peaking charges that we pay to the City of Ft. Worth under the wholesale water contract. Peaking charges have averaged 25% of the City's total annual water bill for the last four years. This outdoor summer demand is also the largest use contributing to the need to implement summer watering restrictions. Staff selected the irrigation evaluation and rebate program because similar programs in the Metroplex have resulted in measurable water savings and positive feedback from the community. Staff believes that the program will improve customer awareness and the efficiency of residential irrigation systems. Staff anticipates that the program will be successful in reducing water consumption; therefore, staff plans to propose an expansion of the program in FY 2012 to $100,000 (before any grant funding was requested). As a result of the availability of the grant, staff would like to request $100,000 as part of the grant application in FY 2012. Since this is a 50 -50 matching program, we will be required to budget $100,000 in the FY 2012 Utility Fund budget. This will be an increase from $50,000 in FY 2011 to $100,000 in FY 2012. The purpose of requesting funding for FY 2012 is that there is no assurance that the grant will be available beyond this grant offer period. Financial Considerations: The federal share of any one proposed project is limited to fifty percent (50 %) of the total project costs. Staff is proposing to spend a total of $250,000 on projects eligible under the grant program over the two year period, of which $125,000 wil be provided by the city and $125,000 will provided by the grant. Director of Public Works RESOLUTION NO. 11 -007 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, AUTHORIZING AND ENDORSING THE APPLICATION FOR THE WATERSMART: WATER AND ENERGY EFFICIENCY GRANT FOR FY 2011. WHEREAS, the City of Southlake places a significant emphasis on the responsible and sustainable use of our natural resources, WHEREAS, the City of Southlake recognizes that we have the unique opportunity to become a regional leader in water conservation efforts, WHEREAS, the City of Southlake acknowledges that summer water demands place a significant burden on the water system, WHEREAS, the City of Southlake has identified a water conservation goal of 190 gallons per person per day by 2015, WHEREAS, the average daily use in the City of Southlake in 2010 was 351 gallons per person per day. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS THAT: SECTION 1. The application for funding for water conservation efforts from the Department of Interior — Bureau of Reclamation is hereby authorized and endorsed. The City of Southlake commits to the project's development, implementation, management and financing. The City agrees to provide the required local match of 50% and to be responsible for all non- federally fundable items and all overruns. The City further agrees to work with the Bureau of Reclamation to meet established deadlines for entering into this cooperative agreement. 1 SECTION 2. The Mayor of the City of Southlake shall be the designated official with legal authority to enter into this agreement. SECTION 3. This resolution shall take effect upon its passage and approval.
