Item 8ACITY OF SOUTH LADE MEMORANDUM January 26, 2011 To: Shana Yelverton, City Manager From: Tara Brooks, Interim City Secretary Subject: Resolution No. 11 -010, Appointing a member to the Crime Control and Prevention District to fill an unexpired term Action Requested: Appoint a member to the Crime Control and Prevention District to fill an unexpired term. Background Information: On November 4, 1997, Southlake voters approved a proposition to create the Southlake Crime Control and Prevention District, dedicated to formulating crime reduction programs and the administration of the one -half cent sales and use tax collected for the support of crime reduction programs authorized by the city and on February 2, 2002, voters approved a continuation of the District for 15 years. Section 363.101(a)(b) of the Local Government Code states that the District is governed by a board of seven (7) directors who serve staggered two -year terms that expire September 1. Board Member Martin Schelling resigned from the Commission on January 7, 2011. His resignation leaves one unfilled position that is scheduled to expire in May 2011. Financial Considerations: Not applicable Strategic Link: C5: Promote opportunities for partnerships and volunteer involvement Citizen Input/ Board Review: Not applicable Legal Review: Not applicable Supporting Documents: Resolution No. 11 -010 RESOLUTION NO. 11 -010 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING A PERSON TO SERVE AS THE BOARD OF DIRECTORS FOR THE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT TO FILL AN UNEXPIRED TERM; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Texas Local Government Code, Chapter 363.051 (The "Act ") authorizes a municipality that is partially or wholly located in a county with a population of more than one million to create a crime control district within its jurisdiction; and, WHEREAS, on November 4, 1997, Southlake voters approved a proposition to create the Southlake Crime Control and Prevention District, dedicated to formulating crime reduction programs and the administration of the one -half cent sales and use tax collected for the support of crime reduction programs authorized by the city, and on February 2, 2002, voters approved a continuation of the District for 15 years; and, WHEREAS, Section 363.101(a)(b) of the Local Government Code states that the District is governed by a board of seven (7) directors who serve staggered two -year terms that expire September 1; and, WHEREAS, the Place 4 position, with a term to expire in May 2011, is now vacant due to the resignation of Martin Schelling; now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section 2. The following person is hereby appointed to serve as Directors for the Southlake Crime Control and Prevention District: Place 4 (term ends September 2011) Section 3.
