Action Requested: Approve the employment contract for City Secretary finalist Alicia Richardson. Background Information: City Secretary Lori Payne resigned from her position as City Secretary effective January 10, 2011. As a result, City Council directed staff to conduct a search for a replacement City Secretary. The position was advertised in November, 2010 and the City received applications from 52 candidates. Staff subsequently screened applications by reviewing applicant resumes, conducting phone interviews and conducting panel interviews. Ultimately, three candidates were invited to be interviewed by City Council. One candidate did withdraw her application prior to being interviewed by City Council. City Council conducted interviews with two candidates on January 5, 2011 and selected Alicia Richardson as the finalist. Ms. Richardson has five years experience as the City Secretary with the City of Highland Village and seven years experience as the Assistant City Secretary with the City of North Richland Hills. She received her certification as a Texas Registered Municipal Clerk in 2002 and is currently working on her second re- certification. Ms. Richardson has successfully completed a pre - employment criminal background check and drug screen. She is available to begin employment on February 7, 2011. Financial Considerations: City Council will establish the annual salary and benefit provisions; however, under Council direction, an offer of employment has been extended to Ms. Richardson. The offer includes an annual salary of $79,500 plus a $100 monthly cell phone allowance and $200 monthly car allowance. Strategic Link: L3: Attract, develop and retain a skilled workforce.
