SOUTHLAKE v Item 4D Purchase of Water Line Easement Integrity Innovation Accountability Commitment to Excellence Teamwork City Council Members: Item 4D on the consent agenda is for the purchase of a water line easement on two tracts of land Requested Action Approve the purchase of water line easements for TW King 30" water line from property located on the south side of SH114 from proposed F.M. 1938 to Solana Blvd. ®SOUTHLAKE The requested action is to approve the purchase of water line easements for the TW King 30" water line from property located on the south side of SH114 from proposed FM 1938 to Solana Blvd E This is a map indicating the location of the proposed 30" water line where the easements are required. 3 This slide indicates an overall map of the alignment of the 30" water line from the intersection of Pearson Lane and Florence to the TW King Pump Station located on TW King Road. Construction of Segments A and F were completed in July of 2010. These two segments were common to both routes analyzed by Freese and Nichols, Inc. 0 Background Information • Design Phase — February 2007 — Council awarded Professional Services Agreement (PSA) to Freese and Nichols, Inc. (FNI) for route analysis (2 viable routes identified) — December 2007 — Council awarded PSA to FNI for design of Segments A and F (common to both routes) — March 2009 — Council awarded PSA to FNI for design of Segments B, C, D, and E • Construction Phase — February 2009 — Council awarded construction contract to Circle C Construction for the construction of Segments A and F (completed July 2010) ®SOUTHLAKE In Feb 2007, City Council authorized an agreement with Freese and Nichols, Inc. to analyze potential routes for a water line to the north side of the City. Two feasable routes were identified. Also identified were two segments that were common to both routes and in December 2007, City Council authorized an agreement for the design of these two segments. Based on the results of the study, it was determined that the route along the proposed FM 1938 and SH114 through the Town of Westlake was the preferred route. Council approved an agreement for the design of the remaining segments, B, C, D, and E in March 2009. City Council also approved a contract with Circle C Construction for the construction of Segments A and F and the construction of these two segments was completed in July 2010. 5 Background Information • City of Southlake currently purchases water from City of Fort Worth on wholesale basis • Water master plan includes a new transmission line to supply water directly to TW King Pump Station which feeds north side of city • Segments A and F were common to both routes evaluated — construction was completed in July of 2010 ®SOUTHLAKE The City of Southlake currently purchases water from the City of Fort Worth on a wholesale basis. The water master plan includes a new transmission line to supply water directly to TW King Pump Station which feeds the north side of the City. As mentioned on the previous slide —two segments of this transmission line were completed in July of 2010. 0 Financial Consideration • Permanent Water Line easements are required along two tracts of land currently owned by Maquire Partners - Solana Land, L.P. — Tract 1 30' Permanent Easement (2.646 acre) $216,700.00 20' Temporary Construction Easement (1.830 Acre) $ 54,200.00 Tract 1 Total $270,900.00 — Tract 2 30' Permanent Easement (0.448 acre) $36,600.00 20' Temporary Construction Easement (0.324 Acre) $ 9,600.00 Tract 2 Total $46,200.00 Total Tract 1 and 2 $317,100.00 ®SOUTHLAKE A permanent water line easement is required along SH 114 to construct this segment of the 30" water line. The easement will be located on two tracts of land owned by the same entity. This slide indicates the survey for both the permanent and temporary construction easement for Tract 2 9 The construction of the 30" water line is relative to the City's strategy Map in the focus areas of Infrastructure and Performance Management and Service Delivery. The core objectives met are providing high quality customer service and investing to provide and maintain high quality public assets. 10 Additional Information • Temporary construction easement is leased for a period of twelve (12) months for both Tract 1 and 2 • If construction extends past the initial twelve (12) period, the City of Southlake may extend the lease twice in twelve (12) month increments • The City of Southlake has agreed to allow an overlapping gas pipeline easement within the 30' permanent water line easement ®SOUTHLAKE The temporary construction easements are leased for a period of 12 months for both tracts 1 and 2. The City of Southlake may extend the lease twice in the 12 months increments should the construction extend past the initial 12 month period. The City of Southlake has also agreed to allow an overlapping gas pipeline easement within the 30' permanent water line easement, however the horizontal distances between the centerlines of the 30" pipe and future gas pipeline must be a minimum of 15' as noted in the council memo. 11 SOUTHLAKI v Questions ?
