B l a g g to Excellence Teamwork I Assistant City Manager Presentation Overview • Strategic Link • Background and Timeline • Review Arts Council Recommended Artists and Concepts • Recommendation 3 Background Information • The City of Southlake's CIP has funded the construction of four roundabouts, including art, throughout the City • The City of Southlake released a national call to artists in April of this year for Art to be placed in four roundabouts. • Thirty five artists responded, and at the May Arts Council meeting it was narrowed to seven. • The seven remaining artists were asked to provide specific concepts for the Roundabouts. U SOUTHLAKE The City of South lake's CIP has funded the construction of four roundabouts throughout the City. Currently there are roundabouts at the intersections of Continental and Carroll (Brumlow), Continental and White Chapel, White Chapel and Dove and Dove and North Carroll. Within the CIP the Council approved funds to place public art within each of these roundabouts. The City of Southlake released a national call to artists in April of this year for art to be placed in four roundabouts. Subsequently, a meeting was held with the Artists, City Council Member and the Arts Council Members. The result of this meeting was a selection of three artists to be recommended to the Arts Council. The Arts Council recommended the three artists, their concepts and contracts to City 5 Additional Information • Arts Council recommended the artists, concepts and contracts to City Council at their December 14, 2010 meeting on a vote of 6 -0 • Upon City Council approval — artists contracts will be signed and work will begin • Completion of the art work and installation will take approximately 10 months U SOUTHLAKE The Arts Council recommended the three artists, their concepts and contracts to City Council at their December 14, 2010 meeting on a vote of 6 -0. The artists are Jane DeDecker, Darrell Davis, and Seth Vandable. Jane DeDecker will provide art for two roundabouts, one at Continental and White Chapel and one at White Chapel and Dove; Darrell Davis will provide an art work at Dove and North Carroll; and, Seth Vandable will provide an art work at Continental and Carroll (Brumlow). Upon City Council approval the artists' contracts will be signed and work will begin. Completion of the art work and installation will take approximately 10 months. 0 Financial Considerations • $440,000 is allocated in CIP for art associated with the construction of the four roundabouts • These three contracts have a not to exceed price of $350,000 • City will also pay for installation with the remaining funds U SOUTHLAKE 7 Jane Dedecker U SOUTHLAKE JANE DEDECKER - LOVELAND, COLORADO have a long and successful history of public art placements across the nation. Recent projects are "Dawn & Dusk" for Tamarac, Florida, "On the Count of Three" for Grand Junction and "Shadows Passing" for Anchorage, Alaska. Among the most significant was in November of 2004, when Jane and the National Sculptors' Guild were honored with the placement of three monumental bronzes along the Riverfront Park district of Little Rock, Arkansas, leading to the William Jefferson Clinton Presidential Center. Selected for their ability to fit the surrounding themes and landscape of the downtown area as well as complement the new Library and President Clinton's ideals of family, cultural diversity and looking to the future. Another significant commission was enlarging the "Element Series ", depicting four female figures symbolizing Earth, Air, Water and Fire, for the city of Cerritos, CA public sculpture garden. As a Fellow of the National Sculptors' Guild, I have worked with JK Designs and the NSG to place my public artwork since 1994. 1 have participated as lead artist in projects with budgets ranging from $25,000 to $2.8 million. The team members on these projects have included architects, landscape architects, structural engineers, designers, city volunteers and staff. My affiliation with NSG affords me access to the expertise of these nationally recognized professionals for each project I am involved. We coordinate with cities, municipalities, corporations and private institutions across the country to successfully enhance both indoor and outdoor venues with innovative artwork with proven accountability. I look forward to the aossibility of workina with the Arts Commission on this Jane DeDecker White Chapel & Continental "On the Count of Three" �SOUTHLAKE 9 Jane DeDecker White Chapel & Dove "Lessons We Have Learned" *'"on � - UL �SOUTHLAKE 10 Darrell Davis ®SOUTHLAKE Darrel Davis — Arlington, Texas I have lived in Arlington, Texas since 1969. 1 received a BFA from UTA in 1986, and spent the next two years in the Graduate School of Architecture's landscape architecture program. Upon receiving a commission from Asbury College in Kentucky for a larger than life -size statue of Francis Asbury on horseback in 1991, 1 opened a full time studio in Arlington. Since that time I have exhibited in several museums and completed numerous projects, the latest being a commission from the city of Hilton Head Island SC to commemorate their founder Charles Fraiser, that is being installed at present. My emphasis is on composition that compliments rather than overpowers and I work easily with architects, landscape architects, developers and commitees. I operate as a sole proprietor at the present time with a studio located in southwest Arlington. The studio is always open for visitation whether for viewing project progress, project consult or tours. The foundries that I use for bronze casting are located in Texas, Oklahoma, and Colorado and are fully insured. For projects such as this I try to keep as much money as possible in the local economy, so the casting would be done locally. 11 Darrell Davis Carroll & Dove "Morning" 0 SOUTHLAKE 12 Seth Vandable USOUTHLAKE Seth Vandable — Cedar Hill, Texas Seth began his career as a commercial artist and painter in central Texas. He served as an Art Director for a national magazine while completing numerous commissions ranging from portraits to elaborate wall murals. Seth now produces original dynamic figurative bronze sculptures that can be seen in private and public monumental collections worldwide. Seth is known for capturing the intensity of the human spirit in compositions that are both innovative and timeless. Seth has completed numerous commissions ranging from outdoor public Monuments to specialized portraiture work. Seth recently had the honor of being inducted into the National Sculpture Society as a Fellow Member.
