Background
City works w/ non-profit Community organizations to provide:
social,
educational,
economic, and
cultural programs and services.
Agreements provide services while relieving the City from:
funding additional personnel and capital investments, and
ongoing administrative and operational expenses.
Background
Workgroup (CC Members Muller & Wang and Staff) tasked with:
thoroughly reviewing & evaluating scope of services
assessing value to the City for each agreement
standardizing agreements and clarifing scope of services
Workgroup recommends:
3 year terms
Stagger agreements (2 year initial term for half of agreements)
Additional Information
Senior Advisory Commission recommended approval (7-0)
CARS agreement with $12,000 funding
MMOW agreement with $15,750 funding
Also recommended CARS and MMOW be 1 year agreements
CARS and MMOW have reviewed and approved
City Attorney reviewed
Overview of services provided by each organization follows
Agreement: Call A Ride Southlake
Serving Southlake residents since 2000
Provides transportation services for Southlake seniors and those with physical challenges
Non-emergency medical, dental appointments, health care providers within 25-mile radius of Senior Center
Grocery store, drug store, bank, personal grooming, social events within 7 miles of Center
2010 Service Data:
1,709 trips
Agreement: Metroport Meals On Wheels
Provides services as a volunteer advocate for the elderly
Coordinate, organize and run home-delivered meals Monday-Friday
Organize volunteers to plan and support weekly Senior Center congregate Tuesday luncheon
2010 Service Data:
Provided 6,968 meals at Sr. Center (45% residents)
Provided 571 home delivered meals to 3 residents
Agreement: GRACE
Provide assistance for:
Short term emergency food and clothing
Living expenses
Supplemental food distribution for low income families
Housing repair and construction
Low cost shopping at resale store
Medical attention for uninsured residents
Serve as distribution point for donated resources
2009 Service Data:
1,513 unduplicated families (incl. 32 from Southlake)
381 total service units (food, clothing, rent assistance, utility payments, other financial assistance, furniture, medical services)
Agreement: Southlake Historical Society
Serves as local historical society for Southlake, and
Maintains local membership
Maintains and manages website.
SHS is allowed to utilize city’s website
At the city’s discretion
Content provided by SHS
No funding is requested or proposed
City provides storage space
Agreement: Southlake Sister Cities
Official liaison btw Southlake’s sister cities:
Tome, Japan,
El Fuerte, Mexico, and
Suzhou Wuzhong District, China (Friendship Agreement)
Hosts visitors from Southlake’s Sister Cities
May 20-21 hosted delegates from Suzhou
Nov. 9-12 hosted Tome adults
July 21-28 hosted Tome youth
Represents Southlake in exchange visits to sister cities
July 21-28 sponsored Southlake Youth Ambassador trip to Tome
Agreement: SafeHaven of Tarrant County
Provides:
Emergency Services (shelter, clothing, food & transitional housing)
Crisis intervention at area hospital emergency rooms
24-hour crisis Hot Line
Parenting education, case management, group and individual counseling
Prevention services
Legal advocacy
Transportation to shelter, court and other service locations
Twenty-four (24) hour crisis response to Southlake Department of Public Safety

Agreement: Southlake DPS Citizens Association (SDCA)
Ongoing volunteer support for DPS activities
Sponsorship solicitation for DPS initiatives
