PROJECT: Southlake Tailgate Event
EXECUTIVE
SUMMARY: The City of Southlake, Department of Community Services is requesting
approval of a specific use permit to allow a mass gathering on February 5, 2011
at Frank Cornish Park, Grand Avenue and the parking lots between the Hilton
Hotel and West Parking Garage in Southlake Town Square for the Southlake
Tailgate. SPIN #8
DETAILS: This event is being held in conjunction with Super Bowl XLV being held in North
Texas the following day on Sunday, February 6, 2011. The following are some
of the details of the event:
• The event is planned to be held on Saturday, February 5, 2011 from 12
p.m. to 12 a.m.
• Anticipated attendance of up to 10,000 people;
• The event will take place in the Grand Avenue area around Frank
Cornish Park in Southlake Town Square;
• The event will feature The Ticket sports radio station;
• Live music will be held with multiple performers;
• Local restaurants will have tents set up for the sale of food and
beverages;
• Alcoholic beverages will be sold throughout the event area only;
• Department of Public Safety will have a mobile station set up with first
aid available;
• Multiple football themed games will be set up throughout the event area;
• And, tailgating for vehicles will be permitted at designated locations of
specific parking lots adjacent to the main event area.

LAND USE CATEGORY: Town Center
CURRENT ZONING: "DT" Downtown District
STAFF COMMENTS: The City Council shall consider the following in determining whether to
grant a Specific Use Permit for a mass gathering event according to the
Comprehensive Zoning Ordinance No. 480, Section 45.14c, as
amended:
1. whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering
and /or along which the public is likely to travel to reach the mass
gathering areas shall be provided;
3. whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;
5. whether adequate parking areas, including disabled persons'
parking spaces, shall be provided for persons arriving by vehicular
means. If the promoter proposes to utilize temporary off -site parking,
then the promoter the mass gathering event the off -site temporary
parking area will not be utilized for purposes other than the mass
gathering event; and
6. whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues
according to Ordinance 480, Section 45.14.a, as amended.

The Southlake Tailgate event is to he held at Southlake Town Square in the Grand
Avenue District and Frank Cornish Park, specifically. A map of the affected areas is
attac h ed.
iii. Maximum Number of Patrons
An estima =ed attendance of up to 10,000 is anticipated. This is
a first time event, so am attendance estimate is difficult.
iv. Dates and Times
Saturday, Febrviary 5, 12:04 p-m. - 12:00 a.T...
V. Previous Mass Gatherings
Although phis is a first time event, other City run events have
taken place at this location including Home for the Holidaya and
Stars and Stripes.
11 Safety Issues
Promoter's preparations
City staff will handle trash cleanup. In adeition, volunteers will assist
with additional cleanup as necessary. Portable toilets and comfort
stations will be on hand, including those with handicap accessibility. All
food vendors will have appropriate licensing and insurance and will
manage their own cleanup.
Security
All security and traffic control is being handled directly through
Southlake's Department of Public Safety.
Minors
Minors are welcome to attend the event. With regard to alcohol,
persons of legal drinking age will be required to show identification
when purchasing beverage tickets. They will be provided a wrist oand
that designates them as being over 21. Any worker that has a question
regarding a person's legality will request that person show their
identification a second time.

City water is readily available.
Toilet Facilities
The City will provide an adequate number of toilets based on the
anticipated number of attendees.
Minimum Area
The event site provides adequate space for the attendees.
Solid Waste Facilities
The City will provide an adequate number of 55 gallon drums at the
event. City staff and volunteers will handle the maintenance of these
drums during the event.
Noise Control
Noise control requirements are not applicable because of City
Ordinance No. 778.
Food Sanitation
All food vendors will be required to comply with all current health
codes.
Medical and Nursinix Care
Southlake DPS will provide medical Care and will comply with all current
medical requirements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING EVENT FOR SOUTHLAKE TAILGATE EVENT
ON FEBRUARY 5, 2011 ON PROPERTIES BEING BOUNDED BY
STATE HIGHWAY 114 TO THE NORTH, MAIN STREET TO THE
SOUTH, STATE STREET TO THE WEST AND CENTRAL AVENUE
TO THE EAST BEING DESCRIBED AS BLOCKS 12 - 14,17 AND 18,
SOUTHLAKE TOWN SQUARE, PHASE IV AND BLOCKS 3R2, 4R1
SOUTHLAKE TOWN SQUARE, PHASE 1, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED ON
THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering event for Southlake Tailgate Event
has been requested by a person or corporation having a proprietary interest in the properties zoned
as "DT" Downtown District; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (36) & 45.14 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event for Southlake Tailgate
Event on February 5, 2011 and the event location being bounded by State Highway 114 to the north,
Main Street to the south, State Street to the West and Central Avenue to the East being described as
Blocks 12 — 14, 17 and 18, Southlake Town Square, Phase IV and Blocks 3R2, 4R1 Southlake Town
Square, Phase I, an addition to the City of Southlake, Tarrant County, Texas, according to the plat
recorded in Cabinet `A', Slide 10949, 10950, 10951 and 10952 Plat Record, Tarrant County, Texas,
more fully and completely described in Exhibit "A ", and as depicted on the approved Site Plan

attached hereto and incorporated herein as Exhibit "B" and providing an effective date, subject to the
provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The
following specific requirements and special conditions shall be applicable to the granting of this
Specific Use Permit:

This resolution shall become effective on the date of approval by the City Council.
