EXECUTIVE
SUMMARY: Conifer Real Estate is requesting approval of a Plat Revision for Lot 6R and Lot 7R,
Block 1, Mesco Addition, being a replat of Lot 6 and Lot 7, Block 1, Mesco Addition
on approximately 1.6 acres located near the northwest corner of State Highway 114
and N. Kimball Ave. at 2104 & 2120 E. State Highway 114. SPIN #4
DETAILS: Conifer Real Estate is requesting approval of a Plat Revision for the purpose of
abandoning an existing 24 -foot common access easement along the northern
portion of Lots 6 and 7. The proposed site plan for Lot 6 (Chicken Express - Case
ZA10 -074) eliminates the northern common access drive therefore eliminating the
need for the easement. Common access easements are being dedicated along the
common drives located along the east boundary and the frontage of the lots which
will preserve the connectivity between the all building sites /lots, S.H. 114 and N.
Kimball Avenue.

CURRENT ZONING: "S -P -2" Generalized Site Plan Zoning District
HISTORY: - A Rezoning and Concept Plan ( Mesco Addition) for S -P -2 zoning was
approved by City Council on October 1, 1996 under Case ZA96 -109 which
approved "C -2" uses and restaurant pad sites with drive thru service for
these sites.
- A Final Plat was filed with Tarrant County Plat Records on July 3, 1997
which included Lot 6 and Lot 7 of the Mesco Addition under Planning
Case ZA96 -097.
SOUTHLAKE 2025 PLAN: Consolidated Land Use Plan
The Southlake 2025 comprehensive plan designates these lots as Retail
Commercial. The existing zoning and type of development approved at this
location is consistent with the Land Use Plan.
TREE PRESERVATION: The abandoning of the easement will not increase or decrease the number
of trees to be removed when these lots are developed.

Please correct the Avigation Release Statement on the plat to reflect the exact language as shown
in Appendix 3 of the Subdivision Ordinance No. 483, as amended.
INFORMATIONAL COMMENTS
A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject
property from each taxing authority must be provided to the City prior to filing this plat in the County
records. A copy of this information may be obtained from the Tarrant county Tax
Assessor /Collector's Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red
courthouse). There is a service charge of $10 per account for this certificate. For more information
contact the Assessor /Collector's office at (817) 884 -1103.
We recommend this plat not be filed until the construction plans have been substantially approved.
This will ensure adequate easements and finish floor elevations.
Please submit revised "check prints" of the plat prior to submitting blackline mylars with original
signatures.
Original signatures and seals will be required on two blackline mylars prior to filing the plat. Mylars
will not be accepted if any erasures or original ink, other than signatures or seals, appear on the
plat.
A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off -site sewer extensions, off -site drainage and utility easements and
impact fees.
