Item 4Q13 SOUTHLAI<,,E CITY OF Department of Planning & Development Services STAFF REPORT January 12, 2011 CASE NO.: ZA08 -104 PROJECT: Plat Extension for Southlake Regional Medical Center EXECUTIVE SUMMARY: LandPlan Development Corporation is requesting approval of an extension to the expiration of the plat revision for five (5) lots on 30.018 acres for Southlake Regional Medical Center. The Southlake Regional Medical Center site is located at 335 E. State Highway 114 and 440 E. Highland St and was approved as an "S -P -2" Generalized Site Plan District subdivision. REQUEST DETAILS: A plat revision which has not been recorded in the County Plat Records within one year of the date of approval shall expire. The Plat Revision was approved by City Council on January 20, 2009. A plat extension was approved by City Council on December 15, 2009 that extended the validity of the plat for one year until January 20, 2011. The applicant is requesting to extend the validity of the Plat Revision for one additional year until January 20, 2012. Highland St. LEGAL DESCRIPTION: The remainder of Block 1, Brightbill Addition, an addition to the City of Southlake, Tarrant County, Texas and Tracts 3E1A, 3E1 B and 3E1C, Larkin H. Chivers Survey, Abstract No. 300, Tarrant County, Texas. LAND USE CATEGORY: Retail Commercial, Office Commercial, Medium Density Residential, 100 -Year Floodplain CURRENT ZONING: "S -P -2" Generalized Site Plan District HISTORY: -A plat for the Brightbill Addition was filed of record prior to annexation into the City. - "SF -1A" zoning was placed on a portion of the subject property with approval of Comprehensive Zoning Ordinance No. 480 on September 19, 1989. -A zoning change and concept plan from "AG" Agricultural and "SF -1A" Single Family Residential to "S -P -2" Generalized Site Plan was approved by City Council on July 17, 2007. - A plat revision was approved by City Council on November 14, 2008. - A plat extension was approved by City Council on December 15, 2009 that extended the validity of the plat revision for one year until January 20, 2011. STAFF COMMENTS: Subdivision Ordinance No. 483, Section 4.011 Expiration of Plats: All other plats: A Final Plat, Plat Revision, Amended Plat or a Plat Showing which has not been recorded in the County Plat Records within one year of the date of approval shall expire. 2. Extensions: The City Council may extend the expiration date of an approved plat upon written petition for such extension by the owner prior to the expiration of the plat but not to exceed one (1) year. My understanding is that the plat will expire on January 20, 2011. Since the Southlake Regional Medical Center continues to progress, please accept this letter as a request to extend the expiration date of the plat for the maximum period of time.
