Agreement for the FM1709 Median Project in the amount of

Requested: Approve amendment to the TxDOT Advance Funding Agreement
for the FM 1709 Median Project in the amount of $187,286.80
Background
Information: The City Council approved Resolution 09-060 for the Local Project
Advance Funding Agreement (LPAFA) for the Median Irrigation and
Landscaping along Southlake Blvd. (FM 1709) from Pearson Lane
at the west city limit line to Nolen Drive at the eastern end of
Southlake Blvd. on September 15, 2009. This amendment will
cover additional cost in the amount of $187,286.80 incurred by a
change in design of the irrigation piping and irrigation control
systems and valves.
The design change includes adding HDPE sleeves under the
median noses to provide for ease of maintenance in the event of
future leaks in the irrigation piping. If a leak in the piping develops,
staff will be able to slide the pipe out and into the sleeves instead of
having to remove the concrete median noses and excavate the
pavement. Each median nose is about 300' long. The amendment
also includes a change in the control valves and hardware, the
wiring system, and added gate valves to isolate parts of the system.

Financial
Considerations: The construction cost of the change to the Southlake Blvd. (FM
1709) median irrigation is $165,740.53. This cost is provided by
the TxDOT contractor in the change order submittal. The total cost
to the City of Southlake including the 13% TxDOT Construction
Oversight and Inspection charge of $21,546.27 will be $187,286.80.
Strategic Link: The Southlake Blvd (FM1709) Median project links to the City's
strategy map relative to the focus areas of Mobility, Infrastructure,
and Quality Development. The specific corporate objectives that
are met by this construction project include: providing travel
convenience throughout the city and region, collaborating with
select partners to implement service solutions, and investing to
provide and maintain high quality public assets.

reviewed by the City Attorney.

The percentage (%) for E&C (Engineering and Contingencies) charges varies from project to project from approximately
6% to 11 % depending on the contract amount of the project. Projects with higher contract amount will have the lower rate
of E&C charge. For a specific project, E&C rate (%) can be derived from the cost of "Engineering and Contingencies" in
the "Estimated Cost' of the project.
