RECOMMENDATION
Authorize the execution of a contract for billing of treated water between the City of Fort Worth and the Cities of Keller, Southlake and Westlake

Since 1984 Southlake & Keller have shared water supply from Ft Worth
Ft Worth charges Southlake for all water delivered through shared lines
Southlake bills Keller for it’s share
2008 agreement allowed Ft Worth to use sub meters to determine Keller’s flow

2008 Keller/Southlake billing contract expired Dec. 31, 2010
New Billing Contract conforms to new Wholesale Water Contract effective 1/1/2011 – 9/30/2031
Includes future T.W. King Southlake and Westlake meters
Effective Date: 60 days after execution by 4 parties
Billing Contract Provisions
Modifies Wholesale Water Contract to allow the use of downstream customer meters for billing
Provides method to reconcile differences in FW billing meters and downstream meters
Provides calculation for splitting Max Day/Hour charges between Southlake, Keller and Westlake
