Price, P.E., Director of Public Works Subject: Approve Change Order No. 3 with Barson Utilities for the water and sanitary sewer relocations on FM1709 for the median and deceleration lane project in the amount of $40,177.80 Action Requested: Approve Change Order No. 3 with Barson Utilities for the water and sanitary sewer relocations on FM1709 for the median and deceleration lane project in the amount of $40,177.80 Background Information: The 1999 Traffic Management Bond referendum authorized funding for the right turn deceleration lanes. This includes funding for engineering design, right -of- way /easement acquisition, relocation of utilities, and construction of the right turn deceleration lanes. This construction project to relocate the water and sanitary sewer utilities is necessary to provide working space for construction of the right turn deceleration lanes. The FM1709 median and deceleration lane project is currently under construction. With the acquisition of easements for the deceleration lane project, the city agreed to provide a 6' tall wrought iron fence for a property owner along Southlake Boulevard. The fence is included in this change order. Also included in the change order are the costs for an emergency repair of the 20 -inch water line along the north side of Southlake Boulevard. Due to concerns that the 20 -inch line could be in jeopardy brought about by large amounts of water percolating through the ground, emergency work was undertaken on November 8, 2010. While all preliminary investigation pointed to a leak in the 20 -inch water line, excavation yielded no such problem. The contractor will also install an additional 20" valve on the existing 20 -inch water line. The remaining utility relocations to be completed by the contractor for this project are located at Jellico West and Jellico East and have been delayed due the easement acquisitions, and the City's restriction during the peak water usage time between May and October of each year. The contractor has remobilized to complete the remaining work, and has the ability to repair the existing leak with this contract. Financial Considerations: The total amount of Change Order No. 3 is $40,177.80. This will increase the total contract amount to $591,558.05. Funds for installation of the fence are currently available from the 1999 Traffic Management Bond fund in conjunction with the deceleration lane project. Funds for the repair of the 20 -inch water line are available in the Public Works operating budget. Previous Contract Amount $551,380.25 Proposed Change Order No. 3 $40,177.80 Total Contract Amount $591,558.05 Strategic Link: The relocation of the existing water and sanitary sewer lines and construction of the right turn deceleration lanes along Southlake Boulevard (FM 1709) links to the city's strategy map relative to the focus areas of Mobility, Infrastructure and Performance Management and Service Delivery. The specific corporate objectives that are met by the water and sanitary sewer lines relocation and construction of the right turn deceleration lanes include: Providing high quality customer service, investing to provide and maintain high quality public assets, and providing travel convenience within city and region. Citizen Input/ Board Review: None Legal Review: This is the Change Order form that has been previously reviewed by the City Attorney. Alternatives: The City Council may approve Change Order No. 3 or deny it. An additional 15 calendar days has been added to this change order for the installation of the fence at the project site and the emergency repair of the leak on the existing 20 -inch water line.
