Carroll 114 Properties Office Building REQUEST: Variance to the Sign Ordinance No. 704 -B requirements for duration of a banner sign. The improvement and widening of N. Carroll Avenue has resulted in the removal of the previously existing monument sign. The applicant is requesting a variance from the duration requirement for banner signs as described in the Sign Ordinance No. 704 -B in order to provide signage while a new monument sign is constructed. The office building is located at 750 - 758 N. Carroll Avenue. The specific variance requested is as follows: Sign Reg. Carroll 114 Properties, LLC PROPERTY SITUATION: The office building is located on the northwest corner of N. Carroll Avenue and Lake Wood Drive. The property address is 750 - 758 N. Carroll Avenue. STAFF COMMENTS: The sign criteria, building elevations, site plan and applications are attached to this report. The following variances to the Sign Ordinance No. 704 -B are requested: City Council Action: • Ord. 704 -13, Section 21.A.2.c DURATION The duration allowed for banner signs shall be a maximum of fifteen (15) day, twice per calendar year with a sixty (60) day separation between permits. The applicant is requesting to have a banner sign installed for a maximum of 60 days while a new monument sign is constructed. The City Council may authorize variances in accordance with the following provision of the Sign Ordinance No. 704 -13, Section 14, Variances: The City Council may authorize variances to any restriction set forth in this ordinance, including but not limited to the number, type, area, height, or setback of signs, or any other aspect involved in the sign permitting process. In granting any variance, the City Council shall determine that a literal enforcement of the sign regulations will create an unnecessary hardship or a practical difficulty on the applicant, that the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self - imposed, that the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties, and that the granting of the variance will be in harmony with the spirit and purpose of this sign ordinance. A person may request a variance from the Sign Ordinance by filing the request with the Building Official. Any request for variance shall be accompanied by a completed application and a non- refundable filing fee in the amount specified in the current fee schedule adopted by City Council.
