Yelverton, Assistant City Manager, ext. 1429 SUBJECT: Approve Appointment of Ken Baker as Director of Planning Action Requested: City Council approval of the appointment of Ken Baker as the Director of Planning for the City of Southlake. Background Information: The Southlake Charter requires that "The head of each department shall be a chief, director or superintendent who shall be appointed by the City Manager subject to the approval of the Council and such chief, director or superintendent shall have supervision and control over his department." Upon the resignation of Bruce Payne, Ken Baker assumed the duties of Interim Director for the Planning Department. This has allowed a thorough review of his background, skills, and philosophy. We have determined that he is fully capable of meeting the needs of the City of Southlake as Director of Planning. He was offered the position and has subsequently accepted, subject to the approval of the City Council. Financial Considerations: This position has been extended to Mr. Baker with a monthly salary of $7,120.83, plus the standard executive benefit package. The development of the plan requires conducting visual - preference surveys, charettes, and the writing of the document. The main focuses on the plan is the development of form -based guidelines for new development and redevelopment. The focus of the plan was the location and design of a city -wide local collector network that will ultimately result in increased connectivity and reduced traffic volumes on the city's arterials and collectors. • Traffic Count Report — prepare an annual report that provides an overview and analysis of traffic volume conditions throughout the city. The report is utilized primarily as an economic development tool used by real estate brokers, developers, lenders and others with similar interests. • Zoning Ordinance Revisions - revised the accessory use, special use permit and outdoor storage and screening sections. • Solicitors and Mass Gathering Ordinances — rewrote these ordinances to bring them in compliance with newly adopted federal case law. • Southlake CD Library - developed an interactive CD which contains the city's ordinances, demographic information, applications, comprehensive plan elements, maps, department contacts, and other development information. • City -wide Technology Policy — wrote the city's technology policy. Policy addresses issues such as appropriate internet use, software use, commuter use and cellular telephone use. Participated in the following City of Southlake Committees: • General Accounting Standards Board 34 Implementation Committee; • Storrmwater Utility Fund Implementation Committee; • Customer Service /Communication Committee; • Y2K Committee; • Technology Committee; • Safe Route to Schools Committee; and • Web Site Development Committee. A key component of this study was the recommendation for a parkway, hiking trail, and bike path leading up to the home of Thomas Jefferson. • Pantops Neighborhood Study — worked with stakeholders, citizens, and business owners to prepare a neighborhood study for the western portion of the Albemarle County's Growth Area. • Capital Improvements Prog am — prepared Albemarle County's five (5) year CIP. • Biodiversity Framework Plan — developed a plan which provided a framework for the protection and enhancement of plant and animal species. A key component of the plan was ensuring the protection of wildlife corridors and offering alternatives to development that reduced the fragmentation of wildlife habitat.
