The sole purpose of this request is to allow the directory and directional signage as proposed by the attached plans. The City Council may authorize a Conditional Sign Permit in accordance with the following provisions of the Sign Ordinance No. 704 -13, Section 6, Conditional Sign Permit: GENERAL: Notwithstanding anything in this ordinance to the contrary, the erection of a sign or signs may be approved pursuant to this section under a conditional sign permit approved by the City Council. The purpose of this section is to allow for a specialized review of signs which may not be appropriate generally without certain restrictions, but which, if controlled as to the number, size, height, color, location, lighting, or relation to adjacent properties, would promote the health, safety, and welfare of the community. Conditional permitting of signs shall not be based upon the content of the sign, but is intended to allow for the evaluation of the physical impact of the proposed sign on adjacent properties and to ensure adequate mitigation of potentially unfavorable factors, such as the number, size, height, color, location, lighting, and other potentially unfavorable impacts. Southlake Boulevard Southlake, 'TX 76092 Dear Ms. Narayana: Cambridge Healthcare Development Corp. is requesting Council approval of a way - finding system of signage designed for Harris Methodist Southlake Center for Diagnostics & Surgery Harris Methodist Southlake Center for Diagnostics & Surgery is a new healthcare campus comprising the first hospital and large -scale medical office building in the city of Southlake. Patients and visitors need to have clear direction to the location of specific healthcare services provided within the facility. In addition, Texas Department of Health regulations dictate that certain way - finding standards are met to direct emergency vehicles and patients. It should be noted that the sign package indicated on the attached site plan, drawings, and Conditional Way- finding Application is not proposed for advertising use but strictly as a way - finding / directional aid for patients and visitors to the campus. Strict enforcement of the signage regulation would make the signs difficult to read from Southlake Boulevard. Further, strict enforcement would prevent: proper light=ing of the signs at night. 2 That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed Parity of the practical difficulty stems from the length of the hospital tenant name - in particular, Harris Methodist Sout:hlake Center for Diagnostics & Surgery. Any alteration of the name would violate the hospital's graphic /identity standards. 3 That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. The variance will allow the signs to look appropriate for typical medical use. 4 That the variance will be in harrrrony with the spirit and purpose of the sign ordinance Granting of this variance will allow us to provide tasteful, legible signage that remains in good repair, as is the purpose of the sign ordinance.
