The applicant requested that the buildings and site design be approved as proposed, specifically with regard to the following: Driveway spacing and stacking. The site plan must comply with all requirements and conditions of approval of the Concept Plan. Please make changes to this plan in accordance with those stipulated in the concept plan review. Parking garages are subject to receiving approval of a Specific Use Permit. 2. If buildings do not set on a property/ROW line, provide dimensions from the building to the two nearest points on the lot lines. Dimension must be perpendicular to the lot/ROW boundary. Show all proposed lot lines. 3. The following changes are needed with regard to driveways and rights -of -way: a. All driveways must comply with the stacking requirements of the driveway ordinance no. 634, in particular with regard to stacking depths measured from the intersecting ROW lines and spacing requirements. Although there are several areas of deficiency, this phase is similar to previous phases for which a variance was granted. (Variance Requested) b. Show and label all proposed public ROW and common access easements and include width. Staff recommends eliminating the off -set between the driveways south of buildings 1 and 2. d. Dimension the width of all streets and driveways and curve radii to include returns. Label all fire lanes. 4. Parking spaces must be a minimum of 30 feet from the cross curb line of the intersecting street, drive lane or CAE. The hotel and movie theatre buildings do not conform to Section I of the DT Design Guidelines with respect to building orientation to the sidewalk. Portions of these buildings fronting on the street do not edge the street. A separate building permit is required prior to construction of any signs. It appears that portions of this property lies within the 65 LDN D/FW Regional Airport Overlay Zone and will require construction standards that meet requirements of the Airport Compatible Land Use Zoning Ordinance No. 479. It is the applicant's responsibility to contact the department representative _shown above and make modifications as required by the comment.. Are the bufferyards correctly shown and labeled? There are currently no corresponding bufl"eryard requirements that are required for the zoning of the Town Square site. It is recommended that the applicant provide either the minimum of a 25' -.I type bufferyard as required by other commercial and business zoned properties along Highway 114, or provide a bufferyard that is consistent with the design of the bufferyard and plantings along E. Southlake BIvd. with a minimum width of 20'. Does the plan meet the interior landscape requirements? I have met with the applicant regarding the landscaping of the Grand Avenue District streetscapes and courtyards. The applicant assured me that the streetscapes will be consistent with the current Town Square streetscapes with deviations in the types of tree species provided so that a single monoculture does not occur and that the species of trees resemble the theme and style of the streets and architecture. The courtyards will consist of landscaping and hardseaping that will accentuate the style of the courtyard and meeting areas. The final palette of plant material has yet to be determined and the overall landscaping is currently being designed by a private Landscape Architect obtained by the applicant. All of the existing trees are shown to be located in impervious areas such as building pads, parking lots, sidewalks, patios and the right - of -ways. No existing trees are proposed to be preserved and the Common Area on the west side of the proposed development contains no existing trees. Trion- residential Development: In a non - residential development, all protected trees that the Landscape Administrator determines must be altered in order to install utility lines within public R.O.W. or public utility or drainage easements as shown on an approved Final Plat, or to install fire lanes, required parking areas and building pad sites as shown on an approved Site Plan, shall be exempt from the tree protection and tree replacement requirements listed in Sections 7 and 8 of the Tree Preservation Ordinance. Any protected trees within these areas that the Landscape Administrator determines do not have to be altered shall be subject to the tree protection requirements listed in Section 8 of the Tree Preservation Ordinance, but not to the tree replacement requirements listed in Section 7 of the Tree Preservation Ordinance.
