Action Requested: Consider an amendment to the MTP to indicate the general alignment of Kirkwood
Blvd. as it crosses the N. Carroll Ave./E. Highland St. intersection.

On November 26, 2001, City Council approved Resolution 01 -060 (See
Attachment A -See Paper Copy for Attachment), which amended the MTP to
include Kirkwood Blvd. Extension from Kimball Avenue to the existing Kirkwood
Blvd. at its intersection with Dove Street. However, the City Council did not
indicate on the MTP the general alignment of Kirkwood Blvd. Extension through
the N. Carroll Ave. /Highland St. intersection. This was primarily due to the
uncertain future of the Carroll Intermediate School and Carroll Administration
buildings, which are located at the intersection. At this meeting, City Council
determined that further study of this intersection was needed and should be
addressed as part of the MTP update (See Map #1 on the next page).

Also, City Council placed the following conditions on Kirkwood Blvd. Extension:
• Speed limit not to exceed 35 miles per hour.
• The roadway north of Highland Avenue shall include a large planted median
( >25 feet), street trees, bikelanes, and a pedestrian path or sidewalk that
parallels the roadway.
• The roadway south of Highland Avenue shall include street trees, bikelanes, and
a pedestrian path or sidewalk that parallels the roadway.
• The intersection of Kimball Avenue and the Kirkwood Road extension should
be signalized.
• The portion of Kirkwood Boulevard Extension that is located on the Jeroll
Shivers tract shall not be constructed until such time as the property is sold and
developed.

Background

At its January 20, 2004 meeting, the City Council requested that the Planning and
Zoning (P &Z) Commission review two roadways alignments (Rucker Rd &
Kirkwood Blvd) currently on the Master Thoroughfare Plan (MTP). More
specifically, City Council requested that the P &Z Commission determine the
following.
1) Rucker Road - If the current alignment of this roadway should be moved
further north towards FM 1709; and
2) Kirkwood Boulevard Extension - An appropriate alignment of this roadway as
it crosses the N. Carroll Ave./E. Highland St. intersection.
On February 5, 2004, the P &Z Commission held a public hearing on these two
roadway alignments (Rucker Rd & Kirkwood Blvd! Ext.). At that meeting, the
P& Z Commission made a recommendation on the Rucker Rd alignment;
however, the P &Z Commission instructed staff to conduct a SPIN meeting on the
Kirkwood Blvd Exz alignment and that a SPIN meeting be held in late March. A
motion was made and approved (6 -0) by the P &Z Commission to continue the
public hearing on the Kirkwood Blvd Ext. at its April 8, 2004 meeting.
On March 29, 2004, a SPIN Citywide Forum was conducted for neighborhoods
1,2,3,5, and 6. Approximately 30 people were in attendance. A summary of the
questions and comments are provided (See Attachment B -See Paper Copy for
Attachment).
On April 8, 2004, the Commission agreed to defer action and take up this item
during the development of the Southlake 2025 Master Thoroughfare Plan.
Carroll Independent School District Buildinzs
Last spring, the Carroll Independent School District (CISD) Board of Trustees
funded a renovation to the Administration Annex, 3051 Dove St. (Old Food Lion
Grocery Store) in Grapevine. This renovation allowed the CISD to consolidate
most central office administrators and support personnel into one location at the
Dove St. location. This allowed the administration building located at the
northeast corner of the Carroll Ave. / Highland St. intersection to be vacated and
the land put up for sale. This property has not been platted.
Also, CISD has closed the Carroll Intermediate School (located at the southeast
corner of Carroll Ave. and Highland St) for the 2004 -05 school year. However,
the trustees have not made a final decision on whether or not the school will be

reopened in the fall of 2005. This property has also not been platted.
Justification
for Crossing of
Kirkwood Boulevard
Extension at the
Intersection: The North Central Texas Council of Government ( NCTCOG) just recently
completed its traffic model 2030 projections for the major roadways in the City of
Southlake (May 2004). The model projects that in 2030, the average daily traffic
volumes along SH 114 main lanes and frontage roads from Highland St.
to Carroll Ave. will be as follows:

The NCTCOG model predicts approximately three (3) times the daily traffic
volume along SH 114 (main lanes and frontage road) in the Carroll Ave./Highland
Ave. vicinity than exists today. Staff believe that the crossing of Kirkwood Blvd.
Extension at the N. Carroll Ave. & E. Highland St. intersection will result in the
following: 1) improve the overall traffic circulation along the SH -114 corridor; 2)
improve access to the employment centers /residential areas north of SH -114; 3)
reduce traffic volumes along Carroll Ave., Dove Street, and E. Highland; and 4)
allow residents who live north of SH -114 and employees working along the SH-
114 corridor the ability to access the various employment centers without traveling
on the SH -114 frontage roads.

Crossing of

Intersection Kirkwood Blvd. Intersection options
In January of 2004, staff prepared three (3) options for the Planning and Zoning
Commission to consider for the crossing of Kirkwood Blvd. Extension at the
Carroll/Highland intersection (See Attachments C & D). Option #1, indicates the
roadway crossing south of the intersection. Option #2, utilizes the existing
Highland St. alignment to cross the intersection. Option #3, indicates the roadway
crossing to the north of the intersection. The issues associated with the various
options are outlined on the next page.
Option #1
Approved site plan & plat for Cedar Ridge Office (Panattoni Development
Co.). This property is located on the west side of N. Carroll Avenue, the
south side of E. Highland Street and along the west bound frontage road of
SH 114. It is likely that the city would have to pay right -of -way cost
because the property is platted.
• This option creates three (3) intersections within 1,100'of distance. (1)
Carroll Ave. - SH 114 frontage roads; (2) Kirkwood Blvd.- Carroll Ave.;
and (3) Carroll Ave. - Highland St..
• The future of Carroll Intermediate School has not been determined.
• Southern most option preferred by some residential property owners in the
area.
Option #2
• Utilizes the existing road alignment.
• CISD administration property north of Highland Ave. and east of Carroll
Ave. has not been platted. Opportunity exists for city to acquire needed
right -of -way during the platting process.
• Relocation of CISD Administration activities to the building located in
Grapevine at the intersection of Kimball Ave. and Dove St.
• If Highland Avenue is utilized, it should be designated as a 4 lane
undivided arterial (74' of R.O.W) west of Carroll Ave. and a 3 lane
undivided arterial east of Carroll Ave (70' of R.O.W.).

• Closing of a 300' section of Highland Ave. east of Carroll Ave. is required.
• Road will cross CISD administration building property.
P &Z Meeting &
Recommendation: On September 9, 2004, the P &Z Commission held a meeting on this item. Five
people spoke at the public hearing. The P &Z Commission approved this item (5-
1) recommending option 92 as presented in regard to Kirkwood Blvd. extension,
and noting as part of the recommendation to close Highland St. no further east
than the edge of Carroll Baptist church property and provide local access only.
Also, work with the residents to provide the best design option.
Staff Presentation: Staff will provide the City Council with an overview of the
alignment & cross - section options for Kirkwood Blvd. at its September 21, 2004
