Subject: Consider Interlocal Agreement with the City of Colleyville for GIS
(Geographical Information Services)
Action Requested: Authorize the Mayor to execute an Interlocal Agreement between
the City of Southlake and the City of Colleyville for GIS services.
Background
Information: The City of Colleyville has requested a continuance of the
Interlocal Agreement that provides them with GIS services two
days a week. The GIS services will be provided by a senior GIS
analyst (full -time staff member) with Southlake. The analyst will
spend three days per week working on Southlake assignments and
will work out of the Town Hall building in Southlake. The other
two days a week, the GIS Analyst will spend working on
Colleyville assignments and work in Colleyville. The agreement
will be for a one year period beginning October 1, 2004 and ending
September 30, 2005. The first interlocal agreement was approved
in October of 1999.
Financial
Considerations: The salary for a senior GIS analyst is approximately $52,000
annually. Under the terms of the interlocal agreement, Colleyville
would receive about 40% of the employee's time during the
regular business week. On return, the City of Colleyville agrees to
pay $22,000 annually for their portion of the staff time, plus any
over -time associated with its projects. Also, the City of Colleyville
agrees to pay the cost of supplies (not to exceed $4,000 per year) to
the City of Southlake.

Legal Review: The City Attorneys have reviewed the pervious conditions and
terms of the pervious Interlocal agreements for GIS services.

INTERLOCAL AGREEMENT
FOR GEOGRAPHIC INFORMATION SYSTEM (GIS) SERVICES
CITY OF SOUTHLAKE AND CITY OF COLLEYVILLE
This Contract and Agreement, entered into the 1 st day of October, 2004, by and between
the City of Southlake and the City of Colleyville, municipal corporations herein called
"Cities," the parties acting herein under the authority and pursuant to the terms of
Chapter 791, INTERLOCAL COOPERATION CONTRACTS, Texas Local Government
Code, WITNESSETH THAT:
WHEREAS, the City Councils of the Cities of Southlake and Colleyville jointly
find that it will be in the best interest of the public to enter into this agreement for the
purposes set out herein below,
NOW, THEREFORE, it is mutually agreed between each participating City that:
Geographic Information Systems (GIS) is a program funded by the City of
Southlake that allows city staff to interact with a computer software program to ascertain
information that will be used by the city, for city purposes.
2. A full -time staff person known as a GIS Analyst will spend two (2) days
per week (sixteen (16) hours) building, preparing, and analyzing information provided
by the City of Colleyville.
The anticipated duties of the GIS Analyst for the City of Colleyville during the next
fiscal year are as follows:
• Create and maintain a street surface history layer.
• Create digital economic information packets for potential sites.
• Create and maintain economic layers for Colleyville's economic
development web site.
• Continue to analyze data and create maps for the new Master Plan
project.
• Continue involvement with staff in GPS data acquisition and
implementation.
• Orthorectify all data to match the 2004 photography.
• Create and maintain a 5 year CIP layer and map.
• Audit current addressing and make 911 recommended changes to
addressing for the Computer Aided Dispatch.
• Update and maintain digital layers for Colleyville's Icommunities
web site.
• Continue maintenance of maps and all data layers as well as develop
council exhibits and provide any necessary training and support to City
staff.
• Develop other projects as necessary
3. The City of Southlake shall employee the GIS Analyst to administer and
coordinate the activities for the Colleyville GIS project. The GIS Analyst will provide a
monthly progress report to the City of Colleyville Director of Public Works that will
include digital updates.
4. The City of Colleyville shall contribute $22,000 plus the cost of
supplies, (not to exceed $4,000 per year) to the City of Southlake. The
City of Colleyville will pay $22,000 by October 31, 2004 for the next
year of service. The City of Colleyville agrees to pay any overtime
costs at a rate of time and one -half the hourly wage of the GIS Analyst
for any time exceeding 16 hours per week attributable to the City of
Colleyville projects or meetings. This time, if any, will be invoiced bi-
weekly to the City of Colleyville. Costs associated with supplies will
be billed or invoiced directly to the City of Colleyville.
5. This contract and agreement shall be for the period of one (1) year
beginning October 1, 2004.
