PROJECT: Southlake Corners - Colonial Bank
REQUEST: Archon Group and Colonial Bank are requesting approval of a site plan revising the
previously approved 20,000 square foot retail pad site in the northeast corner
(formerly Building `D') of Southlake Corners into a ± 5,000 square foot bank site
(Building `I') and a ± 6,000 square foot pad site (Building `H').
A variance to allow a partial parapet and mansard type roof instead a pitched roof for
buildings 6,000 square feet or less is being requested as part of this site plan approval.
ACTION NEEDED: 1. Conduct public hearing
2. Consider revised site plan approval

CURRENT ZONING: "C -3" General Commercial District
HISTORY: -The "C -3" zoning was placed on the property with the approval of Zoning
Ordinance No. 480 on September 19, 1989.
-A preliminary plat was approved by City Council on September 7, 1993.
-A revised preliminary plat was approved on May 31, 1994.
- A final plat was approved for Lot 2, Block 1, Farrar Addition on May 19,
1994.
-A revised site plan for Southlake Corners was approved by City Council on
April 15, 2003.
TRANSPORTATION
ASSESSMENT: Master Thoroughfare Plan
The Master Thoroughfare Plan recommends State Highway 114 to have
between 300 feet and 500 feet of right -of -way, Southlake Boulevard to have
130 feet of right -of -way and N. Kimball Avenue, between E. Southlake
Boulevard and E. State Highway 114, to have 124 feet of right -of -way.
Adequate right -of -way exists for all these roads.
Existinm Area Road Network and Conditions
The proposed overall site will have two (2) accesses directly onto E.
Southlake Boulevard (FM 1709), one (1) access directly onto N. Kimball
Avenue, and two (2) accesses directly onto the eastbound service road of
State Highway 114.
E. Southlake Boulevard is a five -lane, undivided thoroughfare with a
continuous, two -way, center left -turn lane. E. Southlake Boulevard will
ultimately be widened to a seven lane roadway. N. Kimball Avenue, between
E. Southlake Boulevard and State Highway 114, is a six -lane, divided
thoroughfare with a left -turn lane in the median. State Highway 114 is a six -
lane freeway with three -lane service roads on either side.

*The AN"M times represent the number of vehicle trips generated during the peak travel times
on State Highway 114, E. Southlake Boulevard, and N. Kimball Avenue.
A 6 -foot paved sidewalk is planned on the west side of N. Kimball Avenue.
An 8 -foot multi -use trail is planned on the north side of E. Southlake
Boulevard. The trail currently exists on E. Southlake Boulevard.
Water and sanitary sewer are available to the site.
A Tree Survey was submitted with the revised Site Plan. All existing trees are
shown to be removed.

Buildings 6,000 square feet or less must have a pitched roof construction. The building proposed
incorporates a pitched roof on a portion of the structure and also includes a mansard and parapet
type design with a flat deck roof system. 480, Section 43.9c1(b), as amended. (Sheet A5.01)

* All mechanical equipment must be screened of view from N. Kimball, Southlake Boulevard and
SH 114 in accordance with Ord. 480, Section 43.9cl(c), as amended.
* The conditional sign permit approved for this center allows only three monument signs as
designated by the plans included with the permit. A revised conditional permit must be approved
by the City Council in order to construct the sign. No review of proposed signs is intended with
this site plan. A separate building permit is required prior to construction of any signs.
* Please note that this review is limited to the changes proposed in association with former Building
`D' now proposed as Buildings `H' and `I'. This site is subject to all previous conditions of
approval unless specifically addressed and approved under this revision.
* A revised Site Plan approved by the Planning and Zoning Commission and City Council for Retail
Building `H' is required prior to issuance of a building permit for that pad site.
* This property lies within the 75 LDN D/FW Regional Airport Overlay Zone and will require
construction standards that meet requirements of the Airport Compatible Land Use Zoning
Ordinance No. 479.
* The applicant should be aware that prior to issuance of a building permit a Plat must be processed
and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan,
and building plans, must be submitted for approval and all required fees must be paid. This may
include but not be limited to the following fees: Park Fee, Roadway, Water & Sewer Impact and
Tap Fees, and related Permit Fees.
