Item 5D MemoCity of Southlake, Texas
MEMORANDUM
September 15, 2004
TO: Billy Campbell, City Manager
FROM: Rick Black, Director of Public Safety (Ext. 2421)
SUBJECT: Authorize the Mayor to enter into an Interlocal Agreement between the City of
Fort Worth and the City of Southlake for participation in Fort Worth's
Environmental Collection Center and Household Waste Program.
Action Requested: Renew the interlocal agreement between the City of Southlake and the City of
Fort Worth for the collection and disposal of household hazardous waste.
Background
Information: Providing residents of the City of Southlake a method to properly dispose of
household hazardous waste is necessary for the protection of our community
and environment. In the spring of 2004, 200 households participated in our
drop off event by bringing hazardous waste to the collection center. The
proposed Fort Worth Agreement continues our current Public Safety program
that citizens have become accustomed to. Residents who need to discard
approved waste will continue to have the option of traveling to the
Environmental Collection Center in Fort Worth or dropping off the waste at
one of our drop off events. The cost of the service this year will be $40 per
participating household. This is a reduction of $12 per household due to the
receipt of a grant from the North Central Texas Council of Governments.
Financial
Considerations: Household hazardous waste collection and disposal is budgeted for in Fire
Services and approved in the current fiscal year. Fort Worth's agreement as
proposed is within our budget.
Financial Impact: The financial impact is $40 each time a citizen takes advantage of the program.
This amount is a $12.00 reduction over the previous agreement. The decrease
is due to the City of Ft. Worth receiving a grant from the North Central Texas
Council of Governments. The adopted 2004/05 budget includes $21,000 for
this service.
Citizen Input/
Board Review:
Legal Review:
Citizen input received during collection events has been positive regarding this
program. Not subject to Board review.
The agreement has been reviewed by the City Attorney.
