PURPOSE: The purpose of this request is to receive approval of a preliminary plat for the
subdivision of a tract into 5 lots for office development.

LAND USE CATEGORY: Office Commercial
CURRENT ZONING: "O -1" Office District
HISTORY: -The "O -1" zoning district was placed on the property with approval of
Zoning Ordinance No. 480 on September 19, 1989.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON 06/21/04 AND WE
OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT
APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR
NEED FURTHER CLARIFICATION, PLEASE CONTACT BEN BRYNER AT (817) 481 -2086.
1. Correct the subdivision name for Lot 1, Greenway - Carroll Addition.
2. Identify the dashed line measured at 10' off the west property line.
3. The following changes are needed regarding easements:
a) Revise the common access easement on Lot 3 connecting to N. Carroll Ave to match the
location of the drive shown on the proposed site plan.
b) Show and label the 5' U.E. along the west property line on Lot 1, Block 7, Southview
Addition.
INFORMATIONAL COMMENTS
* A Developers Agreement is required prior to construction of any public infrastructure. The
agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off -site sewer extensions, off -site drainage and utility easements and impact fees.

RE: Carroll Terrace (Cases: ZA04 -024, ZA04 -025, & ZA04 -026)
Dear Madams and Sirs,
k is your understanding that Vision Three Developrrreni (represented by Mr, John Bolton) will
request a variance for placement of trash receptacles not in compliance with City Ordinance, to
which we are apposed.
According to Vision Three's plan (diagrarn - 1, red), the south trash ret ptss (are lot 5) will be
placed only 10 ft abutting the rear fence of our residence (lot 6, Block 3 of SouthView sub -
division). This puts the t receptac location se verely out of compl with the 50 foot
buffer required by the Ordinance's Residential Adjacency Standards (43.13 a -7).
The location of the south receptacle places it literally a mere 60 ft away from our rear windows
(diagram -2, red), It is also only 30 feet away from the signage for the South iew sub - division's
SouthCrest Lana entrance_ This trash receptacle would be an eyesore as i# would be the very
first structure people encounter as they drive into South View and we feel that it vAll certainly
daoTease property value within our neighborhood in general and ours specificzdly.
There seems to be alternative solutions that are acceptable. Perhaps both trash receptacles
-can be placed on the north iocation (diagram -1, yellow) since there is no objection from the
abutting hvnle and it would resolve the eyesore issue. Another alternative, which wif
require a lot of rnodificaion compared to the first one is a layout similar to Panorama Place
(development on N. Carroll south of the old Post Office building), where the trash receptacles
are attached to the buildings hidden from plain view and a good distance from the abutting
residential properties_ Providing no curie cut on S outhCrest Lane is required, again tailored after
Panorama piace,
Let us be clear that vie are rot against Carrell Te rrace's development in general terms. We
have no doubt that Carroll Terrace will be a quality development as Mr. Bolton's previous
development effort at 700 N. Carroll has shown. In fact, as homeowners, we welcome it. We
cannot. however. in good conscience agree to the current planned placement of the south trash
receptacle.
Thank you for your kind nsideration_ We believe that we can trust you to make a decision that
will preserve the integrity of the ordinance and keep the tradition of valuing quality development
in Southlake chat will enhance the image of Southlake as the plan to live.
