Item 5CCity of Southlake, Texas MEMORANDUM August 31, 2004 TO: Billy Campbell, City Manager FROM: John Eaglen, Assistant to the City Manager (481 -1433) SUBJECT: Resolution No. 04 -063, Appointments to the SPIN Standing Committee Action Requested: City Council approval of Resolution No. 04 -063, appointing members to the SPIN Standing Committee. Background Information: At the beginning of 2004, the SPIN Standing Committee had an increasing number of vacancies. The Standing Committee identified recruiting members to serve on the Standing Committee in the vacant SPIN areas as the number one priority and developed a 2004 agenda that included participation with Keep Southlake Beautiful in a Spring Garden Tour and two to three Town Hall Meetings. Standing Committee members committed to find representatives to serve in SPIN areas that currently had a vacancy. With the appointment of Brandon Bledsoe to the Planning and Zoning Commission this summer, the new leadership established recruitment as the top priority. With the number of events held this year, five (5) new members have been recruited to fill existing vacancies: • SPIN #2 — Douglas Harsy • SPIN #9e — Craig Rothmeier (replacing Brandon Bledsoe) • SPIN #15 — Tom Corradino • SPIN #16 — Jon Weirsum • SPIN Youth Representative — Haley Smith This resolution appoints members to the SPIN Standing Committee to fill the remainder of the unexpired terms. This summer, the SPIN Executive Committee set a goal to have appointments on the September 7 meeting agenda. At the conclusion of these appointments, SPIN Areas #6, #7, and #14 are the only remaining SPIN areas that have a vacancy. Legal Review: Not Applicable. RESOLUTION NO. 04 -063 A RESOLUTION OF THE CITY COUP SOUTHLAKE, TEXAS, PROVIDING FOR NEIGHBORHOOD REPRESENTATIVES COMMITTEE OF THE SOUTHLAKE INVOLVEMENT OF NEIGHBORHOODS EFFECTIVE DATE. TOIL OF THE CITY OF THE APPOINTMENT OF TO THE STANDING PROGRAM FOR THE (SPIN); PROVIDING AN WHEREAS, the City Council of the City of Southlake, Texas, established the Southlake Program for the Involvement of Neighborhoods (SPIN) to provide a more available form of resident participation in the affairs of the City Council; and WHEREAS, the SPIN Mission Statement is to provide a forum which fosters open and timely communication between citizens of the City of Southlake and City Government regarding programs, activities, and issues that affect the quality of life in the community and fosters a stronger sense of community; and WHEREAS, under Ordinance No. 598 -A, the City Council created the SPIN Standing Committee to represent each of the designated SPIN neighborhoods with residents from each SPIN area selecting a representative; and WHEREAS, the City Council officially names the SPIN Standing Committee members through a resolution after the SPIN area has selected a representative; now THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS THAT: Section 1.
