BACKGROUND INFORMATION
OWNER/APPLICANT: Greg Wilemon
PURPOSE: To allow the applicant to convert approximately 1,100 square feet of area
into a wine tasting bar for the purpose of on- premise consumption of
alcoholic beverages.
PROPERTY SITUATION: The property is located at 721 E. Southlake Boulevard
LEGAL DESCRIPTION: A portion of Lot 1, Block 1, Pecan Creek
LAND USE CATEGORY: Medium Density Residential
CURRENT ZONING: "C -2" Local Retail Commercial District
PROPOSED ZONING: "S -P -l" Detailed Site Plan District
HISTORY: -A plat showing was approved by City Council on July 3, 1979 creating two
lots known as the Dilg Addition.
-City Council approved a plat revision on February 22, 1984 creating 3 lots
out of the existing Lot 2.
- "C -2" zoning and concept plan were approved by City Council on October
2, 2001.
-A preliminary plat and specific use permit for the sale of alcoholic
beverages were approved for the Pecan Creek development on January 7,
2003.
-A plat vacation of the Dilg Addition was also approved by City Council on
January 7, 2003.
-A Specific Use Permit for the sale of alcoholic beverages was approved
January 7, 2003 and will expire August 31, 2008.
-A final plat was approved by P &Z on January 9, 2003.
P &Z ACTION: June 3, 2004; Approved (5 -0) subj ect to sunset date for this use matching that
of the alcohol permit. Limiting permit to beer and wine as long as it does not
affect the issuance of the TABC permit.
STAFF COMMENTS: A site exhibit is included as part of Attachment `C' . There is no plan review

RESOLUTION NO. 04 -052
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
TAVERN, BAR OR SIMILAR ESTABLISHMENT ON PROPERTY
WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 721 E.
SOUTHLAKE BOULEVARD, BEING LEGALLY DESCRIBED AS A
PORTION LOT 1, BLOCK 1, PECAN CREEK, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED
ON THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a tavern, bar or similar establishment has been requested by a
person or corporation having a proprietary interest in the property zoned as "S -P -l" Detailed Site Plan District
with "C -2" Local Retail Commercial District uses to include a tavern, bar or similar establishment with
approval of a specific use permit; and,
WHEREAS, in accordance with the requirements of Sections 45.1 of the City's Comprehensive
Zoning Ordinance and the approved Ordinance No. 480 -440, the Planning and Zoning Commission and the
City Council have given the requisite notices by publication and otherwise, and have afforded the persons
interested and situated in the affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a tavern, bar or similar establishment on property located
at 721 E. Southlake Boulevard, being legally described as a portion of Lot 1, Block 1, Pecan Creek, an
addition to the City of Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet A, Slide

8248, Plat Records, Tarrant County, Texas, more fully and completely described in Exhibit "A ", and as
depicted on the approved site plan attached hereto and incorporated herein as Exhibit B" and providing an
effective date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions
set forth herein. The following specific requirements and special conditions, if any, shall be applicable to the
granting of this Specific Use Permit:
