MINUTES
CITY COUNCIL PRESENT Mayor Andy Wambsganss, Deputy Mayor Pro Tem Keith
Shankland, and Councilmembers: Gregory Jones, Carolyn Morris (arrived at 5:32 p.m.),
Virginia Muzyka, and John Terrell.
CITY COUNCIL ABSENT Mayor Pro Tem Rex Potter.
STAFF PRESENT City Manager Billy Campbell, Assistant City Manager Shana Yelverton,
Assistant to the City Manager John Eaglen, Community Services Director Malcolm Jackson,
Finance Director Sharen Elam, Planning Director Bruce Payne, Director of Economic
Development Greg Last, Director of Human Resources Kevin Hugman, Director of Public Safety
Rick Black, Director of Public Works Pedram Farahnak, Deputy Director of Community
Services Steve Polasek, Executive Secretary /Office Manager Kim Bush, Audio Visual Systems
Technician Pam Jordan, and City Secretary Lori Farwell.
Agenda Item No. 1, Opening Comments City Manager Campbell welcomed Council and guests
and called the meeting to order at 5:19 p.m. He stated that the purpose of the Retreat is to take
some informal time with City Council to begin preparations for the upcoming budget year.
Agenda Item No. 2, Executive Session No executive session was held.
Agenda Item No. 3, Discussion items
Three Things a New Council Member Needs to Know Each department Director presented three
informational items pertaining to their department.
A break was called for at 6:33 p.m. and the meeting was called back to order at 6:45 p.m.
Overview of City Financial Indicators Assistant City Manager Yelverton presented information
to Council regarding Southlake's financial condition. She provided Council with information on
monitoring trends, environmental factors, financial factors, and management practices.
Year in Review — FY2003 -04 and Preview — FY2004 -05 Finance Director Elam presented
information on FY2003 -04 General Fund budget performance, Utility Fund, year end
projections, and other financial highlights. Director Elam also reviewed FY2004 -05 budget
considerations, including revenue trends, ad valorem taxes, property taxes, sales taxes, franchise
fees /fines, permits /fees, and expenditure planning.
A break was called for at 7:43 p.m. and the meeting was called back to order at 8:04 p.m.
Technical Committee's recommended FY2004 -05 to FY2008 -09, Capital Improvements
Program Planning Director Payne presented an overview of the Capital Improvements Program,
described the funding sources, and reviewed the overall process. Director Payne reviewed the

recommended General Fund projects, the Utility Fund projects, the Sewer and Water Impact Fee
Fund projects, the Crime Control and Prevention District projects, and the Southlake Parks
Development Corporation projects.
Agenda Item No. 4, Adjournment. There being no further business to discuss on Day One of the
Retreat, the meeting was adjourned at 9:05 p.m.
