Item 11ACity of Southlake, Texas MEMORANDUM April 28, 2004 TO: Billy Campbell, City Manager FROM: Malcolm Jackson, Director of Community Services (x. 1527) SUBJECT: Emergency Repairs to Bicentennial Park Drainage Action Requested: City Council discussion and direction concerning emergency repairs needed to the drainage system in Bicentennial Park. Background Information: Very recently, Parks Maintenance staff identified areas in and around the baseball fields surrounding the baseball pavilion in Bicentennial Park where sinkholes had formed. After researching the locations, staff determined that the sinkholes appeared in areas where reinforced concrete pipe was installed as part of the 1994 Bicentennial Park Phase I baseball field construction. (The warranty period for this project has expired.) To verify this as the cause of the sinkholes, staff performed an underground video testing of the drain lines. As a result, the video showed multiple areas where the concrete pipe had joint failures, with some areas being so off - center that the camera line had difficulty maneuvering through. Community Services staff met with the Directors of Public Works and Finance to determine the most favorable course of action. Public Works determined that the only viable method of eradicating the sinkholes, preventing future sinkholes, and, most importantly, protecting the integrity of the concrete baseball plaza and surrounding spectator areas and trails was to replace the drainage pipe. Public Works will be contacting an engineering firm to conduct the appropriate engineering and to verify an original estimate to complete the replacement of approximately $100,000. Finance has determined that the funding amount can be supported and will be presented as a mid -year budget adjustment. Since the project does fall under the categories necessary as an emergency repair, staff will be seeking to move forward immediately and rectify the issue before even more costly repair costs are incurred. Financial Considerations: Impact is estimated at $100,000 as a mid -year budget adjustment. Financial Impact: The impact of delaying the emergency repair cannot be specifically ascertained at this point, but it is staff s firm belief that repair costs will only increase with time.
