Item 5CCity of Southlake, Texas MEMORANDUM April 2, 2004 TO: Billy Campbell, City Manager FROM: Rick Black, Director of Public Safety (Ext. 242 1) SUBJECT: Authorize the Mayor to enter into an architectural services agreement with RPGA Design Group, Inc., for the North DPS Facility. Action Requested: Approve agreements, negotiated by Staff, for architectural services of the North DPS Facility and authorize the Mayor to enter into agreement with RPGA Design Group, Inc. Background Information: In August of this year, the Crime Control and Prevention District (CCPD) Board appointed an architect selection committee; staff produced a Request for Qualification (RFQ) document. The committee convened on three different occasions conducting interviews and reviewing the proposals of architectural firms. On January 7, 2004, the CCPD Board accepted the recommendation of the selection committee to enter into negotiations and develop an agreement with RPGA Design Group, Inc. as lead architect for the North DPS Facility. Staff and City Attorneys negotiated the attached agreement and cost package. Financial Considerations: The total cost for architectural services is $1,430,800.00. This is inclusive of the Site Assessment Phase, Pre - Design Phase, Basic Design Phase, Construction Phase and Supplementary Services. Based upon an estimated $13,000,000 construction project, this amount equates to 11% of the total construction cost. According to Engineers on City Staff, acceptable architectural fees fall within a percentage rate of 10 to 12 percent of the total construction cost. Financial Impact: Crime Control bonds will be sold to fund the construction of the facility. Currently the CIP budget includes $13,000,000 for the construction of the facility. Citizen Input/ Board Review: The Crime Control and Prevention District Board of Directors approved the funding of this agreement on April 7, 2004. Legal Review: The attached agreements have been reviewed and approved by Robert M. Allibon with TOASE.
