SUBJECT: Matching funds request from Southlake Girls Softball Association for
purchase and construction of batting cages at Bob Jones Park softball fields
Action Requested: City Council approval of the request from the Southlake Girls Softball
Association (SGSA) for SPDC matching grant funding in the amount of
$22,500 for the purchase and construction of four batting cages at the Bob
Jones Park softball fields.
Background
Information: The Southlake Girls Softball Association (SGSA) has submitted a request to
the City for consideration of matching funds for the purchase and
installation of four batting cages at the Bob Jones Park softball fields. The
proposal would allow for construction of four chain link batting cages to
include interior netting, clay surfacing, pitching rubbers, home plates, and
additional walkways and fencing. The proposed batting cages are similar in
design to those currently existing in Bicentennial Park for softball. The
batting cages were approved as part of the recent site plan revisions at Bob
Jones Park and included as an alternate item in the Bob Jones Park
improvements but not awarded as part of the approved bid.
Financial
Considerations: Acceptance of this proposal would commit the City to fund a cost of up to
$22,500 as part of the FY2003/04 SPDC Matching Funds Program. GSSA
has received a quote of $41,000 for the proposed project excluding
contingency. The approved SPDC Matching Funds budget is $100,000 and
the Director of Finance has confirmed that $60,000 in Matching Funds has
been requested to be encumbered in the current fiscal year leaving $40,000
available for other projects. Approval of this project would leave an
unencumbered balance of $17,500.
Financial
Impact: There is no substantial financial impact anticipated with the proposed
structures due to their solid design and durability as experienced with the
batting cage units currently in existence at Bicentennial Park.
Citizen Input/
Board Review: SPDC will consider this item at their meeting immediately prior to the April
6, 2004 City Council meeting. The results of the SPDC meeting will be
provided at the City Council meeting.

The Parks Board recommended approval (8 -0) at their March 8, 2004
meeting.
The Southlake Girls Softball Association has approved applying for the
SPDC Matching Funds Grant at their March 7, 2004 meeting.
Legal Review: Not Applicable.
Alternatives: City Council discussion and consideration may result in various project
alternatives.

The Southlake Girls Softball Association (SGSA) provides organized youth, recreational softball within Southlake.
Construction is currently underway on six game fields at Bob Jones Parr It is our desire to contribute to the development
of the park by constructing four batting cages which would provide additional practice and warm -up areas for softball
participants. The batting cages will improve the safety of the facility by allowing for specifically designed batting practice
areas and further assist in the transformation of Bob Jones Park into a premier softball facility.
