Item 5ECity of Southlake, Texas MEMORANDUM March 10, 2004 TO: Billy Campbell, City Manager FROM: Malcolm Jackson, Director of Community Services (x. 1527) SUBJECT: Approve naming certain park roads for identification purposes Action Requested: City Council approval to name certain park entry drives for identification purposes as a method of clarifying locations for park patrons and emergency vehicles. Background Information: As the use of the parks system continues to grow, the need to better identify certain park entrance drives becomes an important issue. The City has ten parks within its system, some of which are presently undeveloped or do not have park roads. Bob Jones Park and Bicentennial Park are the parks that currently have multiple park roads or entry drives. Presently, with the exception of the entry drive into Bicentennial Park off of FM 1709, there are no designated street names for the park entry drives leading into and through Bicentennial Park or the various entrances into Bob Jones Park. These parks also represent the sites with the highest amount of use (soccer, baseball, softball, tennis, etc.). Providing unofficial names (requiring no change in postal addresses) to certain park roads enables park patrons to better locate their activities and most importantly provides clarification for emergency vehicles responding to calls. The Fire Marshall has reviewed the proposed names to allow inclusion into the City's GIS mapping system and the DPS computer assisted dispatch (CAD) system. The following names were recommended for approval (8 -0) by the Parks Board at their March 8, 2004 meeting: 1. Bicentennial Park • Bicentennial Drive (FM 1709 Entrance) • Unity Way (White Chapel Entrance) • Freedom Lane (leading to Tennis Center) 2. Bob Jones • Equestrian Drive (North equestrian parking lot) • North Field Drive (North entrance off of White Chapel) • Pavilion Drive (Central entrance off of White Chapel) • South Field Drive (South entrance off of White Chapel) • Bluestem Drive (South equestrian trailhead) • Tucker Drive (Drive leading into Tucker property) • Farhat Drive (Drive leading into Farhat Property) ** At their September 14, 1998 meeting, Parks Board recommended naming the entry road off of FM 1709 "Bicentennial Dive ". City Council formally approved this request at their October 6, 1998 meeting. Billy Campbell, City Manager March 10, 2004 Page 2 Financial Consideration: The cost to install street posts and signs is approximately $200 each. It is estimated that a total of ten signs will be required. Funding for this project is currently available in the departmental operating budget. Financial Impact: There are no long term financial impacts anticipated with this proposal. Citizen Input/ Board Review: Parks Board reviewed and recommended approval (8 -0) at their March 8, 2004 meeting. At their September 14, 1998 meeting, Parks Board recommended naming the entry road off of FM 1709 as "Bicentennial Dive." At their October 6, 1998 meeting, City Council approved naming the entry road off of FM 1709 as "Bicentennial Drive." Legal Review: Not applicable. Alternatives: Alternatives may include: • City Council approval as submitted. • City Council discussion and input. • City Council decision not to approve as submitted.
