The SPIN Standing Committee respectfully submits this written report in an effort to maintain
communication flow between the Standing Committee and City Council
1. SPIN Standing Committee Meeting Recap - The SPIN Standing Committee held their
monthly business meeting on February 10, 2004. Below is a summary of the issues
addressed at the meeting.
• SPIN Calendar of Events — The Standing Committee Reviewed Plans for the
following upcoming events:
i. Candidate's Forum — due to scheduling conflicts with Teen Court on the 19
the Standing Committee directed staff to keep that date and seek the approval
of Carroll ISD to use the Johnson Elementary Auditorium.
ii. SPIN Into Spring Garden Tour — Wendi Carlucci reviewed progress to date on
the event, and the Standing Committee requested her to firm up the details of
how the tour will operate at each location and how many people are required
to be at each location so that the event runs smoothly.
iii. Educational Topic — Staff provided a presentation on the history of City
Management and the Role that the City Manager plays in the City of
Southlake. Staff also reviewed with the Standing Committee the recent
changes in the City Manager's Office.
iv. Town Hall Meetings — Speaker invitations have been sent to participants,
Tarrant County Commissioner Glen Whitley has accepted an invitation to
participate in the Transportation Overview meeting, the date for this will be
Monday, November 22" Greg Last has accepted an invitation to participate
in the Economic Overview and Local and Regional Economic Trends session
to be held on a date in September.
2. Recap of Recent SPIN Meetings — The following SPIN meetings were held on Monday,
February 16 Question and Answer Summaries have been distributed for these meetings,
and are available on the SPIN Website at http: / /www.ci.southlake .tx.us /spin/reports.asp
• Proposed Lighting for the Athletic Fields at Carroll Senior High School.
• Proposed Pet Boarding Facility at the NE Corner of Crooked Lane and Continental
Blvd.
• Proposed Medical Office Adjacent to Foxborough Addition.
3. Calendar of Events — Upcoming SPIN Meetings and Events are below:
• Monday, March 1 7:00 p.m. — Citywide forum for Neighborhoods #9e and #9w —
21!L Zoning Issues Relating to the Feedstore BBQ on S. White Chapel, and
Proposed Rezoning from Residential to Office for 175 E. Continental Blvd. This
meeting will be held at the Senior Activity Center, 307 Parkwood Drive.

• Tuesday, March 9 6:30 p.m. (Subject to Change Due to the Meeting Agenda) —
SPIN Standing Committee Meeting. Town Hall, Training Rooms #3c and #3d.
Saturday, April 17 TBD — SPIN Into Spring Garden Tour — SPIN plans to partner
with Keep Southlake Beautiful and other community based organizations to host a
garden tour of selected gardens throughout the City.
Monday, April 19 7:00 p.m. — SPIN Candidate's Forum. The Candidate's Forum
for the City Council Candidates will be held at the Johnson Elementary School
Auditorium, 1301 N. Carroll Avenue.
4. Upcoming City Council Actions — The staff will be a Resolution approving the City
Council's appointments for odd - numbered SPIN areas and a candidate to fill the remainder
of the SPIN #16 term (the remainder of this year) to City Council at the earliest convenience.
