Review the general alignment of Rucker
Road.
Issue: Is the current alignment to far south
(900') of FM 1709 to adequately serve
office and commercial development.
City Council Request
Recommend an appropriate alignment of
Kirkwood Blvd. Extension as it crosses the
Carroll Ave. & Highland St. intersection.
Issue: Council feels that with the
completion of SH 114, the likelihood of
development occurring in this general
vicinity will increase.

MAP:
• North of Highland Ave. shall be designated as a A4D -100'.
• South of Highland Ave. shall be designated as a A3U -70'.
TEXT:
• Speed Limit not to exceed 35 m.p.h.
• North of Highland Ave. shall include a large planted median
( >25'), street trees, bike lanes, and a pedestrian path or
sidewalk that parallels the roadway.
• South of Highland Avenue shall include street trees, bike lanes,
and a pedestrian path or sidewalk that parallels the roadway.
• The intersection of Kimball Avenue and Kirkwood Avenue shall
be signalized.
• Further study of the Highland Avenue /Carroll Avenue
intersection as part of the overall mobility study.
• Study the possibility of reducing the ultimate cross - section on
Dove Ave. from 5 to 3 lanes.
FINDINGS OF THE INNOVATIVE
TRANSPORTATION SOLUTIONS -
2001 STUDY
-Significant reduction of traffic volumes along E. Highland Ave
during AM & PM peak time.
-Reduction of traffic volumes on Carroll Ave. (north of Highland
Ave.) during the AM & PM peak times.
-Reduction in overall traffic along frontage roads.
-Improvements in the LOS on the SH -114 frontage roads.
-Improved access to development areas results in reduced
length of trip and overall U- turning movements.
