BACKGROUND INFORMATION
OWNER/APPLICANT: TexasBank.
PROPERTY SITUATION: TexasBank is located on the north side of W. Southlake Blvd next to the West
DPS Station. The property address is 2200 W. Southlake Blvd.
REQUEST: TexasBank will be hosting a week -long, grand opening event from February
23 through February 27, 2004. TexasBank is proposing the use of pennant
flags and portable ground signs to promote the event. They are requesting
that they be allowed the extra signs and the pennant flags. Approval of a
variance is required in order to receive a sign permit.
STAFF COMMENTS: The sign criteria, building elevations, site plan and applications are attached to
this report. The following regulations for the Conditional Sign Permit have
been proposed for TexasBank:
• Business Sign Businesses are allowed attached and /or monument signs.
The applicant is proposing three (3) portable ground signs and three (3) lines
of pennant flags.
The City Council may authorize variances in accordance with the following
provision of the Sign Ordinance No. 704 -A, Section 14, Variances:
The City Council may authorize variances to any restriction set forth in this
ordinance, including but not limited to the number, type, area, height, or
setback of signs, or any other aspect involved in the sign permitting process.
In granting any variance, the City Council shall determine that a literal
enforcement of the sign regulations will create an unnecessary hardship or a
practical difficulty on the applicant, that the situation causing the unnecessary
hardship or practical difficulty is unique to the affected property and is not
self - imposed, that the variance will not injure and will be wholly compatible
with the use and permitted development of adjacent properties, and that the
granting of the variance will be in harmony with the spirit and purpose of this
sign ordinance. A person may request a variance from the Sign Ordinance by
filing the request with the Building Official. Any request for variance shall be
accompanied by a completed application and a non - refundable filing fee in the
amount specified in the current fee schedule adopted by City Council.

Please demonstrate that the following conditions are applicable to the requested sign variance.
1. That the literal enforcement of the sign regulation will create an unnecessary hardship or
practical difficulty on the applicant.
TexasBank will be hosting a grand opening, week -long celebration during February 23 through
February 27, 2004. During the week, there will be several events going on within the bank. Without the
use of temporary signs and pennant flags to promote these events, TexasBank will experience difficulty
in attendance.
Specifically, TexasBank will be hosting an evening event on February 24, 2004 from 5:30 pm to 8:30
pm. This event is attended by many community dignitaries, business owners, Southlake citizens, etc.
and provides a great networking atmosphere for the community. Because over 350 businesses and
individuals have been invited, we are requesting the use of a white, canvas tent to be erected in the
parking lot of TexasBank for that event. The tent will be 20 x 20 in size, and it will be put up on the
morning of the event (2/24/04) and taken down on the morning of February 25, 2004. This will allow
us to house and entertain more than the number of people that could fit comfortably in the lobby of the
bank. TexasBank would experience unnecessary difficulty in space without the use of this tent.
2. That the situation causing the unnecessary hardship or practical difficulty is unique to the
affected property and is not self imposed.
The building on the property, built to City specifications in proportion to the property site, may not
comfortably house the expected guests during possible increment weather. Therefore we will require a
tent placed in the parking lot directly next to the building.
3. That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
Neither the requested temporary signs nor temporary canvas tent will be of any injurious nature to
passers by, attendees, TexasBank employees, or to any part of the building, surrounding neighbors or
Southlake community. The tent and signs will not interfere with traffic, windows or doors of the
building, or fire escapes. The signs and tent will in no way obstruct the vision of the traffic pattern
and /or at the traffic at an intersection. The tent, located in the parking lot, is professionally installed by
the rental company, and it is also setback from the right -of -way. Any displayed temporary signs are
also setback from the right -of -way.
4. That the variance will be in harmony with the spirit and purpose of the sign ordinance.
The applicant and TexasBank have reviewed the Sign Ordinance 704 -A. We will follow the instructions
and specifications related to in article 5, section 21, C — special purpose sign requirements. We will
meet all of those for this special event with no more than 6 signs. All signs will be removed from the
property within 3 days following the week events.
The goal of our signage and tent requests is in no way designed to break the rules set of the planning
and zoning committees. TexasBank will abide by everything set before us in the sign ordinance.
