Item 8BCity of Southlake Department of Planning MEMORANDUM January 29 2004 TO: Honorable Mayor and City Council FROM: Ken Baker, Senior Planner SUBJECT: Ordinance No. 850, 1st Reading, Amending Chapter 13, Peddlers and Solicitors, and Chapter 5, Businesses, Article VI, of the City Code & Ordinance No. 480 -UU, 1 st Reading, Amending Comprehensive Zoning Ordinance No. 480, as amended, as it pertains to Mass Gathering and Solicitation Activities. Purpose of the Worksession: First Reading on proposed Ordinance 850 & Zoning Ordinance No. 480 -UU. Background: Attached is a memo to the Planning Commission dated December 30, 2003, which summarizes the proposed changes to the Solicitors and Peddlers Ordinance (Ordinance 850) and the Zoning Ordinance (Ordinance 480). Also attached is a booklet which contains the proposed peddlers and solicitors ordinance and changes to the zoning ordinance (Files also included on the CD -See Solicitors folder). The Planning and Zoning Commission held a public hearing on the proposed Zoning Ordinance changes on January 22, 2004. At that meeting, the Planning and Zoning Commission recommended (6 -0) approval of the amendments to the Zoning Ordinance as presented by staff with the following exception: Amend the mass gathering definition to read: MASS GATHERING EVENT - A group of 280 300 or more persons assembled together for a meeting, festival, social gathering, entertainment, scheduled event or other similar event. The Planning and Zoning Commission was not required to take action on Ordinance 850, Peddlers and Solicitors Ordinance. Previous Meeting: The City Council held a worksession on the Peddlers and Solicitors Ordinance and the proposed amendments to the Zoning Ordinance on December 8, 2003.
