Item 9BCity of Southlake, Texas MEMORANDUM TO: Billy Campbell, City Manager FROM: Kerry McGeath, Library Administrator, (4 8 1 8378) SUBJECT: Resolution No. 04 -010, Revising the Southlake Public Library's Computer Use Policy accounting for technology changes and upgrades. Action Requested: City Council approval of Resolution No. 04 -010, Consider revising the Southlake Public Library's Computer Use Policy accounting for technology changes and upgrades. Background Information: The Computer Use Policy requires revision based on the changes brought about by the installation of the new automated reservation and print management systems. The new automation allows many of the functions that required Library Staff intervention to no longer be necessary. The Policy was revised to allow for reservations for computers to be made 24 hours in advance. We also clearly wanted to define the length of time in which users may utilize electronic resources. The general purpose of the revised policy is to clean up some language in order to better define use of the resources available in the Library. Similar to the Internet Policy we indicated that violation of our Computer Use Policy can result in the termination of ones use and can result in removal for a period of time determined by library staff There will be zero tolerance for those who misuse available resources. Financial Considerations: Not Applicable Financial Impact: None as the policy stands and none are suggested. Citizen Input/ The Library Board discussed this issue at their December 3, 2003 meeting, and Board Review: Board approved a recommendation to the City Council to revise the Computer Use Policy accounting for technology changes and upgrades. Legal Review: Not Applicable. Alternatives: Alternatives include the following: Revision of the Computer Use Policy at a desired scope; Tabling Resolution No. 04 -010 pending further information and /or discussion; Denial of Resolution No. 04 -010 and staying with the current Computer Use Policy. Southlake Public Library Board Policies and Procedures Manual Policy: Computer Use Policy Source: City Council Category: Administration Effective Date: July 17, 2001, Revised November 5, 2001 Statement of Purpose Draft revision for review To be removed M The purpose of this policy is to provide consistent guidance for the Southlake Public Library staff in regards to public use of computers. Policy Statement Public use computers are available to all who meet the following criteria: 1 2 3 Take out: The user must be at least twelve (I2) years of age. To use the computer, the customer must have their Southlake Library card, and /or a valid driver's license or picture identification. Take out: A current Add: Lab Agreement must be on file. 4. For children under the age of twelve (12), the parent or legal guardian must reserve the computer and remain with the child (ren) while the equipment is in use. The user must sign in and out at the Reference Desk. Children must sign -in at the Youth Services desk. Non cardholders must sign in at Reference Desk. Youth cardholders under the age of 12 may utilize available designated youth computers. Youth non cardholders need to check in at youth desk 2. Computer sessions will be limited to one hour. Change: uters for one hour, after the conclusion of one hour use will be subject to demand (including reservations for computers). Customers may not attempt to modify, add to, or remove any system element. 12. Customers may not attempt or assist unauthorized access to privileged or confidential computer system elements. 13. The Southlake Public Library is not responsible for damage to a customer's disc or computer; nor is it responsible for lost, missing, or incorrectly saved data. 16. Customers may not save information or data on the computer's hard drive. If any abuse of privilege or violation of these rules is observed, the customer will be asked to leave and may lose future use privileges. I understand that failure to abide by the Southlake Public Library policies and procedures for Internet use and Computer Lab use may result in a one -week suspension of computer privileges. Subsequent violations may result in the loss of any and all library privileges for twelve months. As parent, guardian or other responsible care giver of , I give permission for my child to use the Computer Lab and to access the Internet at the Southlake Public Library. I understand that I must accompany my child if under the age of 12. I understand that I, not the Library staff, am responsible for monitoring my child's appropriate use of the Internet and that I am responsible for any damage that may occur through my child's use of the Computer Lab and /or the Internet.
