LEGAL DESCRIPTION: Lot 1, Block 1, Carroll ISD No. 4 Addition LAND USE CATEGORY: Public /Semi- Public CURRENT ZONING: CS Community Service District HISTORY: A zoning change, site plan and preliminary plat were approved in February 2000. A final plat was approved in May 2000. TRANSPORTATION ASSESSMENT: S. Kimball Avenue is designated as a four -lane divided arterial boulevard with an 88' wide right -of -way. This section of S. Kimball has been built to its ultimate cross - section in accordance with the currently adopted master thoroughfare plan. A planned two lane undivided collector avenue is planned two along the of north side of the north boundary of this site (off -site) with a transition to the south side of the north boundary (on -site) occurring approximately 700 feet west of the northeast corner. No right -of -way has been dedicated nor has a final alignment been established. P &Z ACTION: This item has been tabled since the September 8, 2005, Planning & Zoning Commission meeting. This outdoor structure, built on an enlarged 36' X 36" cement slab will be used by Carroll ISD students not limited to middle school ages as often elementary age students are invited over for a variety of cooperative presentations / projects. It will provide a protected work area with metal tables to allow students to work, record data, or conduct outside related discussions for science and other academic area projects. This pavilion will be connected to the research garden and native plant botanical areas and will greatly aide both instructors and students with various investigations. I feel very fortunate to have the Bosworth Families, Marcel and Dwight, offering to build and provide materials for construction of the pavilion. Their Southlake company, Tarrant County Marinas, will provide the workforce and needed structure materials. These families are residents of Southlake and both have children attending Southlake Carroll Schools. A planned 60' collector right -of -way is to transition into this property in this proximity such that the existing north entry driveway will be approximately centered within the ROW. This will allow a minimum 15' side yard setback to be maintained. All development must comply with the City's Drainage Ordinance No. 605 and detain all post development run -off. The applicant should be aware that prior to issuance of a building permit a site plan, landscape plan, irrigation plan, and building plans, must be submitted for approval and all required fees must be paid. This may include but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer Impact and Tap Fees, and related Permit Fees.
