Item 5FCity of Southlake, Texas MEMORANDUM November 29, 2005 TO: Shana Yelverton, City Manager FROM: Steve Polasek, Director of Community Services SUBJECT: Resolution No. 05 -074, Appoint members to the Log Cabin Committee Action Requested: City Council appointment of members to serve on the Log Cabin Committee for the purpose of developing a recommendation for the placement of a historic log cabin and potential inclusion of other suitable historical features. Background Information: On November 15, 2005, City Council authorized the creation of a committee to develop a recommendation for the placement of a historic log cabin and potential inclusion of other suitable historical features. Per Council direction the committee will be comprised of 13 voting members and two non - voting staff members. The thirteen voting members are to consist of two City Council members, seven at -large appointees designated one each by individual City Council members, two members appointed by the Southlake Historical Society, and two members from the Parks and Recreation Board to be appointed by the Board at their December 12, 2005, meeting. The general scope of work assigned to the Committee includes: - recommend a location for the placement of the historic log cabin as well as potential inclusion of other suitable historic features - develop a master plan for the placement and programming of the log cabin and other potential historical features - develop a conceptual plan for the layout of the log cabin and site amenities - provide detailed cost estimates for log cabin restoration and site amenities - provide a color rendering of the restored log cabin - investigate potential joint opportunities for planning, construction, and operations - present a final report to City Council with recommendations to include the information listed above within 60 to 90 days The first meeting of the Committee is tentatively planned for Thursday, December 15, 2005 in Town Hall at 4:00 p.m. Financial Considerations: Not applicable at this time Shana Yelverton, City Manager November 29, 2005 Page 2 Financial Impact: Not applicable at this time Citizen Input/ Board Review: City Council at their November 15, 2005 meeting authorized the formation of a committee to provide a recommendation for an appropriate location for placement of a historic log cabin and potential inclusion of other suitable historic features. Shana Yelverton, City Manager November 29, 2005 Page 3 RESOLUTION NO. 05 -074 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO THE LOG CABIN COMMITTEE: AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Southlake recognizes the need to preserve its past, and educate its citizenry on the history of the City; and, WHEREAS, the Southlake Historical Society possess an historic log cabin and requests the City's assistance in placing the log cabin in a suitable and secure location which allows community access, while maintaining the historical integrity of the structure; and, WHEREAS, on November 15, 2005, City Council authorized the creation of a Log Cabin Committee comprised of 13 voting members and 2 non - voting staff members for a maximum of 13 voting members, including at least two City Council members, to recommend the best location for the log cabin, as well as potential inclusion of other suitable historic features; and, WHEREAS, the general scope of work to be preformed by the Committee includes recommending a location for the placement of the historic log cabin as well as potential inclusion of other suitable historic features; developing a master plan for the placement and programming of the log cabin and other potential historical features; developing a conceptual plan for the layout of the log cabin and site amenities; providing detailed cost estimates for log cabin restoration and site amenities; providing a color rendering of the restored log cabin; investigating potential joint opportunities for planning, construction, and operations; presenting a final report to City Council with recommendations to include the information listed above within 60 to 90 days; and, WHEREAS, the Southlake Historical Society will appointment two members to serve on the Committee; and, Shana Yelverton, City Manager November 29, 2005 Page 4 WHEREAS, the Parks and Recreation Board will appointment two Board members to serve on the Committee on December 12, 2005; now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: SECTION 1. All of the above premises are found to be true and correct and are hereby incorporated into the body of the resolution as if copied in their entirety. SECTION 2. The City Council desires to appoint the following members to serve on the Log Cabin Committee.
